From past experience, including comments/explanations from wearers, and bearing in mind that in Britain OBGs were the "norm", panty-girdles (PGs) being seen as special garments for use under trousers, etc and long-leg PGs almost unknown, the experience of wearing OBGs was/is very different from PGs. Note that although PGs were, at first, often supplied with detachable suspenders, these were seldom used because the panty-girdles were to be worn with tights.
Generally, women found the level of control given by PGs was less than an equivalent OBG. There are references to women complaining that a newly bought PG, labelled "firm" failed to give the control expected. This was, it seems, mainly to do with the different construction, especially around the lower hips/thighs. OBGs would squeeze legs together, PGs squeezed each leg separately. Note, too, that women in the 1950s and 60s looked for flattening of the figure at front AND back. the latter achieved by downstretch or double elastic panels which worked more effectively in OBGs. The example given in the original posting looks to be relatively light control: what should be back suspenders, pulling tightly on the back panel, are actually side suspenders which would not give the necessary vertical tension.
Finally, be aware that OBGs rely for some - perhaps much - of their effectiveness on the tension between stockings, suspenders and girdle whereas PGs do not. Women would always fasten suspenders when trying on a new girdle (see instruction manuals for corsetieres from that era) because only then could the customer judge how effective the girdle would be and, perhaps, whether in daily wear the girdle would be tolerable.
