Tagle willing to resume talks with Palace on RH bill

MANILA, Philippines -Manila Archbishop Luis Antonio Tagle yesterday assured Malacañang that he is open to resume the dialogue with government regarding the controversial Reproductive Health (RH) bill.
Tagle, who was part of the initial talks on the RH bill with Malacañang officials, admitted that he wants to continue talking.
“It is always good for people of different persuasions and different perspectives on a particular issue to listen to one another. For me, my role is to explain to them the whole position of the Church,” he added.
He said that there had been instances when members of the House of Representatives and the Senate would come to him individually to inquire about the position of the Catholic Church hierarchy on the matter.
But when asked if after their meetings, the legislators would be more amenable to support the Church’s position, Tagle said he does not know.
He said the legislators who approached him want to understand the Church position and he is pleased because “many of our lawmakers want to learn because they admit that they are not experts on moral theology.”
Some of the lawmakers are curious to learn the arguments of the Catholic Church and why they oppose some provisions of the proposed RH bill.
He recalled that the prayer rally for life led by former Manila Archbishop Gaudencio Cardinal Rosales last year prompted President Aquino to invite the cardinals – Rosales and retired Cebu Archbishop Ricardo Cardinal Vidal and Tandag Bishop Nereo Odchimar, former Catholic Bishops’ Conference of the Philippines (CBCP) president – to a meeting in Malacañang.
The meeting resulted in an agreement that there would be a dialogue between the CBCP and Malacañang to discuss the different areas that the two parties could pursue, wherein the Church would be able to share its teachings and the government could air their side.
However, the dialogue turned sour and the CBCP decided to pull out after Aquino continued to express his strong support for family planning measures and that he was reportedly willing to be excommunicated.
But despite that unfortunate event, Tagle said his personal opinion is that “if there are opportunities for study and dialogue, I hope this would be pursued.”
It was previously reported that supporters of the RH bill claim that the passage of the measure would help address the poverty problem in the country, provide protection to women, educate children, and improve health conditions.
Tagle said that there are existing laws that cover these programs and there is no need to make a new law.
“First, there are already government institutions that are supposed to be addressing the issues of women or the battering of women, education and even the budget. Do we really need a new bill? Why not let the departments implement the existing laws? The question is, what will the new bill contribute to these existing programs,” he added.
