MANILA, Philippines — Several organizations believe now is the time for the Reproductive Health Bill to be passed, as they cited the timeliness of the impeachment trial suspension and preparations for the 2013 elections.
In a press conference Saturday, groups such as the Reproductive Health Advocacy Network (RHAN), Philippine NGO Council on Population, Health, and Welfare Inc., Forum for Family Planning and Development, as well as the Philippine Legislators Committee on Population and Development Inc. prodded Congress to form a quorum and pay attention to the RH Bill.
“People have spent more than a decade pushing the RH Bill. Once government officials start jockeying for the 2013 elections in the next few months, the RH bill will be forgotten. If it will not be passed this year, then the RH Bill will have no more chance,” said Dr. Junice Melgar, RHAN secretary general.
Melgar said women belonging to the “poorest of the poor” need the measure because they do not have the available information or services to plan their family.
The speakers yesterday also raised concerns about the increasing number of pregnant adolescents, as well as teenagers and high-schoolers who engage in premarital sex, and yet are not adequately informed about reproductive health.
“Women continue to be confronted with lack of access to sufficient evidence-based RH information and affordable, quality RH services. Consequently, this leads to unwanted pregnancies, illnesses, or even death due to preventable maternal complications as well as increasing incidence of unsafe abortions, teenage pregnancies, and HIV/AIDS,” said Melgar.
They are hoping that with the Senate impeachment trial suspended until March 12, the RH Bill will finally get the chance to be tackled and passed.
The groups thanked President Benigno S. Aquino III for sharing the same “impatience” in the passage of the bill, especially since the Department of Health (DOH) has reported that the incidence of maternal and infant deaths is increasing as well as that of teenage pregnancies and HIV/AIDS cases.
