RH bill foundering

THE chances of the controversial Reproductive Health (RH) Bill being passed is getting dimmer.

It’s just a week before Congress adjourns for the month-long Lenten break and the week is likely to end without the lawmakers approving the RH measure.

According to Majority Leader Neptali Gonzales II, they will not terminate the period of interpellation as there are still many who have expressed themselves to question the bill.

He said that they will continue discussing the measure when they resume session the first week of May.

“We have no choice but to continue the interpellation,” Gonzales said.

But Gonzales cannot assure the proponents of the bill if this will be approved before the 15th Congress ends.

Gonzales and Speaker Feliciano Belmonte Jr. earlier discussed the possibility of terminating the period of interpellation.

Gonzales said that many lawmakers refused to consider the suggestion because they still wanted to hear other’s stand on the bill.

To date, House Bill 4244 is being deliberated on the floor with about 20 lawmakers lined up to interpellate.

Gonzales said that if the lawmakers will not agree to close the debate then it would be impossible for the bill to be approved since the debate will continue within the few months left for the 15th Congress.

“I’m just being frank about it. Para kung walang mangyayari sa RH devote naman namin ang time sa iba namang bills na pwede palang mangyari. So that’s the only thing we can do. You cannot continuously have the RH bill in continuous suspended animation,” Gonzales added.

The Catholic Church strongly opposes the measure which it condemns as anti-life.

The bill, which aims at providing couples several options to practice family planning, promotes the use of both artificial and natural methods of birth spacing. Jester P. Manalastas
