CBCP Official Seeks Solons' Enlightenment
By LESLIE ANN G. AQUINO
April 9, 2012, 4:29pm
MANILA, Philippines — An official of the Catholic Church will go on a Marian pilgrimage today to pray for the enlightenment of those lawmakers who are pushing for the passage of the Reproductive Health (RH) bill.
Father Melvin Castro, executive secretary of the Catholic Bishops’ Conference of the Philippines Episcopal Commission on Family and Life (CBCP-ECFL), said he will seize the opportunity to intensely pray for the country’s lawmakers during his two-week Marian pilgrimage in Europe.
He said it’s saddening that the issue of the RH bill is being revived again after the observance of Holy Week.
“We prayed for them during the Holy Week. But this is totally expected. I think they’ll make noise in the media before the impeachment trial in the Senate resumes on May 7 and that is also their right,” said Castro in an interview.
“But we believe that in the end it is God’s will that will reign,” he added.
The issue of the RH bill has been revived due to the news of the country’s population now reaching 92.3 million.
Instead of being alarmed, Castro even welcomed the news.
“There’s no need for us to be alarmed with our population because this only means that our economy will be healthy given the opportunity for proper employment,” he said.
The CBCP official said what our economic planners should do is think of ways on how to make the country’s population an asset such as what they did in India.

Philippines population hits 92.33m

The country's population has reached 92,337,852 as of 2010, data released by the National Statistics Office (NSO) showed.

The total population count as of May 1, 2010 was based on the 2010 Census of Population and Housing conducted from May to June 2010.

The 2010 population was higher by 15.83 million compared to the 2000 population of 76.51 million.

It is only a little below the projected population of 94.01 million for 2010.

The population grew at the rate of 1.9 percent annually from 2000 to 2010.

In August 2007, the population stood at 88.57 million.

"This means that there were two persons added per year for every 100 persons in the population," NSO said.

Calabarzon, National Capital Region (NCR), and Central Luzon are the most populous areas in the country, composing 37.47 percent of the total population.

Among the 17 regions, Calabarzon (Region IVA comprising the provinces of Cavite, Laguna, Batangas, Risal and Quezon) had the largest population with 12.61 million, followed by NCR with 11.86 million and Central Luzon (Region III) with 10.14 million.

Among the provinces, Cavite had the largest population with 3.09 million. Bulacan had the second largest with 2.92 million while Pangasinan had the third largest with 2.78 million.

Six other provinces surpassed the two million mark: Laguna (2.67 million); Cebu, excluding its three highly urbanised cities Cebu City, Lapu-Lapu City, and Mandaue (2.62 million); Risal (2.48 million); Negros Occidental, excluding Bacolod City (2.40 million); Batangas (2.38 million) and Pampanga, excluding Angeles City (2.01 million).

The provinces with a population of less than 100,000 were Batanes (16,604), Camiguin (83,807), and Siquijor (91,066). Of the 33 highly urbanised cities (HUC), four surpassed the one million mark, three of which are in NCR: Quezon City (2.76 million), Manila (1.65 million), and Caloocan (1.49 million).

Outside NCR, only Davao City has a population of more than one million (1.45 million).

The 2010 Census of Population and Housing (2010 CPH) was undertaken by the NSO from May to June 2010 pursuant to Batas Pambansa Blg. 72 and Commonwealth Act 591.

Around 82,000 fieldworkers, a majority of them public school teachers, were deployed during the nationwide census.

The 2010 census was designed to take an inventory of the population and housing units nationwide and to collect information about their characteristics.

The population count was based on census questionnaires accomplished by enumerators. These questionnaires were processed in Census Processing Centers using the Optical Mark Recognition (OMR) technology along with the Census Integrated Processing System developed by NSO.

"The successful completion of census-taking was made possible with the support of local and national officials, government agencies, local government units, media, private agencies, and non-government organisations," NSO said.

The census was made official by Proclamation 362 signed by President Benigno Aquino 3rd on March 30 this year.

The agency revealed that the 2010 population is higher by 15.83 million than the 2000 population of 76.51 million.

On the average, from 2000 to 2010, the country’s population increased at the rate of 1.90 percent annually. However, this was lower than the 2.34-percent increase registered from 1990 to 2000.

Among the provinces, Cavite had the largest population with 3.09 million followed by Bulacan with 2.92 million and Pangasinan with 2.78 million.

Other provinces which surpassed the two million population mark were Laguna, Cebu, excluding its three highly urbanized cities (HUCs) Cebu, Lapu-Lapu, and Mandaue, Rizal, Negros Occidental, excluding Bacolod City, Batangas and Pampanga, excluding Angeles City.

Batanes, Camiguin and Siquijor each had a population of less than 100,000.

Meanwhile, three highly urbanized cities in the NCR surpassed the one million population mark. These are Quezon, Manila, and Caloocan. Davao City has a population of more than 1 million outside Metro Manila.

The 2010 Census of Population and Housing was done from May to June 2010 pursuant to Batas Pambansa 72 and Commonwealth Act 591.

Female solons push RH bill again

THREE female legislators on Sunday urged the Aquino government to promote responsible parenthood in the country, saying the country’s rich natural resources may be incapable of absorbing the bloating number of Filipinos which may reach 100 million by 2015.
Gabriela Reps. Luzviminda Ilagan and Emmi de Jesus and Youth against Corruption and Poverty Rep. Carol Jayne Lopez said it was time for the government to seriously consider the equitable distribution of the country’s rich natural resources.
The lady legislators made the call as they pressed the House leadership to pass the highly divisive Reproductive Health bill.
They said “some powerful and rich people are the one’s benefiting from the nation’s wealth.”
“You know an increasing population is not and should not be a problem in terms of resources. It’s how the resources are managed and distributed equitably that matters. Our country’s problem is the unequal distribution of wealth or resources and the poor suffer from the impact of inequality,” Ilagan told reporters.
“The bottom line here is for the government to ensure that natural resources should be for the Filipinos and not for foreign and local big businesses to exploit. Lands should be primarily for agriculture to ensure food security of the people coupled with promotion of national industries. Population should not be a problem if there is equitable distribution of wealth,” De Jesus said.
While “the growing population strains our limited resources”, Lopez agreed that “what’s necessary is proper allocation of resources, equitable distribution of wealth, proper management of human resources and among others.”
Lopez said the RH bill would also be a tool in helping the government to address the problem of informal settlers.
“It is time for a serious consideration of the passage of the RH bill. But at the same time, we should also look at ways to avoid the rise in the number of informal settlers and keep them in the provinces. This is where equitable distribution and proper management of wealth and resources come in,” Lopez said.
“But if the poor have aces to family planning services, they would prefer only two or three children, like the rich,” Ilagan added.
Under the Proclamation No. 362 which President Benigno C. Aquino III signed, the country’s population has reached 92,337,852 as of 2010 and will grow to 100 million by 2015.
Under the proclamation, it declares as official the 2010 population figures based on the Census of Population and Housing conducted by the National Statistics Office from May to June last year.
