TWO controversial measures in the House of Representatives, the Freedom of Information and the Reproductive Health bills, are excluded from the 45 “priority bills” that the House leadership intends to approve before Congress goes on Lenten break on March 24.
Speaker Feliciano Belmonte Jr. informed the House’s 285 members of his plan to work double time for the approval of several measures, topped by a bill regulating the practice of Geology, which is already pending for third and final reading.
“I am pleased to furnish you a list of our target priority measures, which we hope will be approved by the House of Representatives before we adjourn on March 12, 2012,” Belmonte said in his letter to his 285 colleagues.
The list also prioritizes the approval of bills under Committee Report preparation like Terrorist Financing Suppression Act, Hybrid Alternative Vehicle, Penalties for Election-Related Offenses, Criminal Responsibility of Minors, Anti-Cybercrime Act, Passport Act, and Valuation Reform Act.
The approval of bills on Office of the Philippine Trade Representative, Prevent Pollution from Shiosm Survey of Cadastral Lots in the Country, Eliminating Gender Bias on Adultery or Concubinage, as well as Enforced or Involuntary Disappearance under committee report preparation will also be prioritized.
As expected, there were complaints. Kabataan party-list Rep. Raymond Palatino, who supports the FoI bill, criticized the House leadership for not taking action on the two controversial bill, and other economic measures that should have also been include in the list.
“It is glaring that crucial legislative measures the people are also clamoring for are absent in the list—Reproductive Health, Freedom of Information, and economic measures related to oil prices, genuine agrarian reform, large-scale mining, and debt servicing. The House should likewise promptly act on these important measures,” Palatino said.
Palatino had earlier voiced alarm over the shortened plenary sessions in light of the ongoing impeachment proceedings in the Senate, saying that the House adjourned plenary sessions before 6 p.m. on the average last week.
