RH bill backer hits stalling, says she’ll force a vote

SEN. Pia Cayetano yesterday said she would force to a vote the controversial reproductive health bill which has been stalled after Senate President Juan Ponce Enrile this week said he was not ready to introduce his individual amendments to the measure.
Aside from Enrile, majority leader Vicente Sotto III and Sen. Ralph Recto are scheduled to introduce amendments to the bill.
After Recto finishes his revisions, Cayetano said she would avail of all remedies to push forward her pet measure, if Sotto and Enrile do not use the period of amendments.
“Under the Senate Rules, by majority vote of the body, we can move a measure forward. We can close the period of interpellation or we can close the period of amendments. So, I can avail of those remedies,” Cayetano said during a weekly media forum.
When asked if she is confident of mustering enough votes, Cayetano said: “Do I look like someone who would threaten to do something if I did not have the means to pull it through?”
“I do have enough numbers to get it passed. At the end of the day, I do have more than 12,” she said.
Cayetano on Tuesday asked the plenary to give the RH bill 30 minutes for the period of amendments since only Enrile and Recto were lined up to introduce their amendments.
But Sotto said he too has some amendments to make and that he was just waiting others to finish their own.
Enrile then said he was not ready to introduce amendments to the RH bill, which Cayetano said she found “offensive.”
“As a senator defending a bill on the Senate floor, I found it a bit offensive for a colleague to tell me na wala silang pakialam, na wala silang kabalak-balak bigyan ng oras yung bill mo,” she said.
“I find it offensive to the Filipino women. I find it offensive that women’s needs and women’s rights are no longer important. I find it offensive that what is considered a human right — access to reproductive health, access to contraceptives — can be put aside in one of the highest government bodies, in fact elected officials as if balewala naman yung buhay naming mga kababaihan,” Cayetano said.
She said Recto has committed to presenting his amendments on Monday.
