THE controversial reproductive health bill started rolling again at the Senate after lawmakers yesterday agreed to a move of Senate President Juan Ponce Enrile to introduce amendments to the measure.
Despite objection from majority leader Vicente Sotto III who said the RH bill was not in yesterday’s agenda, Enrile’s move was approved by 11 senators. Three opposed.
The introduction of amendments temporarily deferred interpellation on another controversial bill -- the excise tax reform measure on tobacco and liquor products.
Sen. Franklin Drilon, acting ways and means committee chair, acceded to the majority decision and agreed to discuss the sin tax bill after the RH bill. Initially, Drilon said the sin tax bill should be tackled first as it is more urgent. He noted the Senate is set to start today plenary deliberations on the 2013 national budget, and the sin tax bill provisions may be part of the discussions.
But Enrile told Drilon he had no intention to disrupt deliberations on the sin tax bill, a priority measure of the administration.
“I assure you that it will take me only 20 minutes to present my amendments. I have 17 amendments,” Enrile said.
The proceedings took almost two hours.
While senators agreed to Enrile’s introduction of amendments to the measure, not all his revisions were accepted by the principal sponsors, Senators Pia Cayetano and Miriam Defensor-Santiago
Of the 17 amendments, only six were discussed and only three of the six were carried during open voting on the amendments.
Most of the amendments involved a change of wording in several provisions.
Of the six discussed but was rejected by majority of senators, was Enrile’s proposal to define human life as beginning from fertilization.
Santiago said, “In effect this is a definition when life begins…a sweeping statement that human life already exists at fertilization if not supported by scientific evidence will heighten the risk of women face with medical problem. This is not under the scope of the present RH bill.”
Sen. Francis Escudero said defining conception has no place in the RH bill.
