WHILE Malacañang considers the controversial Reproductive Health (RH) bill a priority, President Benigno Aquino 3rd has not certified it as urgent.

In an interview aired over state-run Radyo ng Bayan (dzRB), Palace deputy spokesman Abigail Valte explained that there is a difference between a priority bill and a measure that will be certified as urgent by the President.

Valte said that the RH bill is a priority measure of the administration because it was included in the list submitted by Malacañang during the last meeting of the Legislative Executive Development Advisory Council.

She however admitted that President Aquino has not let known if he will certify the bill as urgent.

“The President chooses to exercise [that prerogative]. Very, very careful po ang Pangulo diyan at tinitingnan, ina-assess lang din po natin. That is something that we have not discussed yet,” Valte said

The President included the RH bill in Malacañang’s priority list after he made modifications in the measure with the help of Health Secretary Enrique Ona.

Earlier, Palace spokesman Edwin Lacierda said that the measure can be passed even if it is not certified as urgent.

“We want a Responsible Parenthood bill passed into law. We made that very clear. But there are developments yet. Let’s wait for the developments to take place. As they say, it’s not over until the fat lady sings,” he added.

Meanwhile, Sen. Ferdinand “BongBong” Marcos Jr. said that senators would try to pass the measure even if the bill’s chances of being approved at the House of Representatives is slim.

Marcos said that they could always file a new RH bill if the 15th Congress fails to pass it.
