SPEAKER Feliciano Belmonte Jr. is still hopeful that the controversial Reproductive Health Bill will be approved this 15th Congress.

Belmonte, a pro-RH lawmaker, said the House will find time to vote on the measure. Whether it will be approved or disapproved will be known in the coming days.

Many expect that quorum will be a problem when session resumes next week because some of the lawmakers are already preparing for the coming elections.

The campaign period will officially starts on February 12.

The House is divided on the RH issue, because of the strong objections of the Catholic Church.

Gabriela Rep. Luz Ilagan, one of the RH advocates, said they are keeping their fingers crossed that there will be a quorum when debates on the controversial bill resume.

”We are hoping that oppositors will allow the period of amendments to go on, and that the leadership of the House will implement the rules on delaying tactics so that we can finally vote on it before the campaign period next year,” Ilagan said.

House Majority Leader Neptali Gonzales II has admitted the passage of the RH bill remains an uphill battle despite the presidential imprimatur and its inclusion among one of the additional priority bills of the Legislative Executive Development Advisory Council.

He even said that the measure may die a natural death in the present 15th Congress because even the House leaders are divided on the issue.

The House officially ended the debates on the measure last month and was scheduled to go into the period of amendments. Jester P. Manalastas

THE passage of the P2.006-trillion national budget for 2013 and the continuation of tumultuous debates on the highly-divisive Reproductive Health bill will top the agenda of the House of Representatives when it resumes session on Monday.
Speaker Feliciano Belmonte Jr. sees smooth sailing for the approval of the proposed 2013 national budget on third and final reading since there it contains nothing controversial that could delay its scheduled passage this month.
“I don’t see anything controversial. Anyway, everybody was given a chance to submit amendments,” Belmonte said.
Earlier, a small panel was formed with appropriations committee chairman and Cavite Rep. Joseph Emilio Abaya to handle the individual amendments being proposed by House members. The panel also included Minority Leader and Quezon Rep. Danilo Suarez.
“The amendments are already being considered by the special group,” Belmonte said, adding that the House leadership hopes to pass the budget bill by Oct. 15.
House budget hike
Suarez earlier said the panel had already agreed to some amendments to the budget bill, or House Bill 6455.
Topping the proposal was an increase in P5.8-billion appropriation for the Lower House which was based on 250 House members. But due to the expected increase in congressmen next year, Suarez said they proposed to increase the amount to P6.5 billion.
Apart from the House budget, Suarez also proposed that the Philippine Drug Enforcement Agency, Dangerous Drug Board, Philippine Atmospheric Geophysical and Astronomical Services Administration, and the National Telecommunications Commission should get ample funding to enable these agencies perform effectively.
He said the realignments would be sourced from the Priority Social and Economic Project Fund, a special allocation the opposition branded as President Aquino’s pork barrel.
RH debates
On the other hand, the House leadership remains hopeful that the RH bill will finally be voted upon in the coming session days.

But unless there is a push from Malacanang, House Assistant Majority Leader and Rep. Sherwin Tugna of the Citizens Battle against Corruption said, the bill would have a hard time getting approved during the last session days of the 15th Congress.
