FPOP president pushes early passage of RH bill

The newly installed president of the Family Planning Organization of the Philippines (FPOP) said the immediate passage of the Reproductive Health (RH) bill will fully realize the effective implementation of the country’s reproductive health program.
FPOP president Napoleon Hernandez, an ex-officio Sangguniang Panlalawigan (SP) member in isabela, said the FPOP advocates the importance of having a law that directly addresses the reproductive health needs of Filipinos.
FPOP is an organization promoting universal access to quality family planning information and education services to address sexual and reproductive and health issues among Filipinos.
Hernandez said a reproductive health care law would give the public direct access to necessary health services, particularly for the poor.
He said FPOP fully supported the national government’s health advocacy and in the passage of the RH bill so that every Filipino could understand and decide for their family’s welfare.
Hernandez said the new FPOP also planned to establish community-based health distributors in the country where the public could avail of family-planning services.
He said he would also ensure that the 26 FPOP chapters and clinics in the country would provide a wide range of family-planning services and in examining diseases afflicting women.
On Wednesday, the Sangguniang Panlalawigan here congratulated Hernandez on his new post as leader of the FPOP.
Hernandez is known in his barangay (San Marcos) in San Mateo, Isabela for introducing and supporting its successful solid waste management program. PNA

Two major proponents of the reproductive health bill on Friday urged their colleagues in Congress not to succumb to pressures being exerted by the influential Catholic Bishops Conference of the Philippines.
Representatives Janette Garin of Iloilo and Luzviminda Luz Ilagan of Gabriela party list, co-authors of the proposed Responsible Parenthood, Reproductive Health and Population and Development Act of 2011, played down the call made by CBCP president and Cebu Archbishop Jose Palma appealing to its flock not to support politicians who endors the RH measure.
The bill under HB 4244 is designed to educate the Filipino people on responsible parenthood and provides freedom of informed choice in the use of contraceptives. The measure is on second reading, prolonged by debates on its pros and cons.
Ilagan, chairman of the Committee on Women and Children, argued that the will of the people should prevail over threats from the Church, saying that a good policy must be pushed for the greater good.
“Experience and studies showed that in past elections, pro-RH authors won. The antis lost. Let the people decide. So candidates should not be afraid. These threats are routinely declared. A sincere and dedicated politician can rely on the good judgment of people. After all, surveys show majority of Filipinos want the RH bill passed,” Ilagan said.
Marikina City Rep. Marcelino Teodoro stressed that the votes of his colleagues on RH bill reflect the overwhelming sentiments of the people.
Agham party-list Rep. Angelo Palmones predicted that the RH measure would not pass muster at all in the 15thCongress due to lack of quorum. The attention of legislators was focused on the impeachment trial of Chief Justice Renato Corona, he said.

PROPONENTS of the controversial Reproductive Health (RH) bill are still hopeful of getting the measure passed before the 15th Congress ends or before the next elections.

Iloilo Rep. Janette Garin and Gabriela Rep. Luz Ilagan also urged their colleagues not to heed the request of the influential Catholic Bishops Conference of the Philippines (CBCP) to abandon the measure.

Both Garin and Ilagan shrugged off CBCP president and Cebu Archbishop Jose Palma’s appeal to Catholics to junk politicians endorsing the RH measure.

Garin said pro-RH politicians will still win the elections.

"Alam po naman natin na maraming nananalo na politiko na pro-RH," Garin said.

Ilagan said the will of the people should prevail over threats from the Church, saying good policies must be pushed for in the interest of the people.

“Experience and studies have shown that in past elections, pro-RH authors have won. Anti-RH lost. Let the people decide. So candidates should not be afraid. These threats are routinely declared. The bill is still pending in the plenary for second reading.

Marikina City Rep. Marcelino Teodoro stressed that the votes of his colleagues on RH bill should be based on the overwhelming sentiments of the people.

“As the people's representatives, our vote on the RH bill will be based on the consensus belief and mandate of our constituents. We should not be influenced or harassed by any particular group in favor or against the measure,” Teodoro said.
