‘Pro-Life of the Romano Church deprives impoverished Pinays of contraceptives leaving them at the mercy of illegal abortionists. Pro-Life or Pro-Death?’
THE Reproductive Health bills are known as the RH Bill. These are bills pending in Congress to guarantee universal access to methods and information on birth control and maternal health.
There are at present two bills with the same goals: House Bill No. 4244 or An Act Providing for a Comprehensive Policy on Responsible Parenthood, Reproductive Health, and Population and Development, and For Other Purposes, introduced by Albay Rep. Edcel Lagman; and Senate Bill No. 2378 or An Act Providing For a National Policy on Reproductive Health and Population and Development introduced by Senator Miriam Defensor Santiago.
The Administration has the Department of Health pushing the RH bill provisions on maternal and child health. But the Romano Church and its minority group within, Pro-Life, see the RH bill as mortal sin. Instead the Romano Church and Pro-Life push natural family planning or the Rhythm Calendar.
The Rhythm Calendar does not work. What usually happens: The man comes home tired, drunk, drugged frustrated from failure to earn a wage or find a job. He finds his wife newly shampooed, smelling delicious. He needs that soothing balm called sex. The woman shows him The Calendar: “Bad day,” she says, “I’m fertile according to this Romano Rhythm Calendar.” The man begs, argues, and in desperation, slaps the calendar across the face of his woman, knocks her down in a fight, and rapes her just the same.
She is pregnant for the 8th time, locates the illegal abortionist. (Every town has a resident illegal abortionist). The fetus is removed with wire hanger and chopstick; the resulting complications and infection kill the woman. This is how the Romano Church Calendar Rhythm works especially for the frightened and oppressed women. The Romano Church and Pro-Life put women at the mercy of illegal abortionists. Pro-Life or Pro-Death?
In a recent year, an estimated 78,900 women were taken to the hospital post-illegal abortion (abortion is against the law); 473,400 women had abortions and the abortion rate was 27 per 1,000 women aged 15–44 per year. Large increases occurred in Metro Manila (from 41 to 52) and Visayas (from 11 to 17). The proportions of unplanned births and unintended pregnancies increased substantially in Manila, and the use of traditional contraceptive methods increased in Manila and Visayas.
The Philippine government and the private sector has limited funds to undertake distribution of family planning devices. such as condoms, birth control pills (BCPs which are distinct and not to be confused with abortificants/abortifacients) IUD, vasectomy, tubal legation, all of which are condemned by the Romano Church and internalized by the Pro-Lifers as mortal sin. The government disseminate information on their use through all health care centers, but no funds.
The issue is funds. Until Congress passes the RH bill, there will be no money for this cause. All government projects and programs need funds. Government budget can be had only after Congress approves a bill. Access to information, staff and supplies on birth control and maternal care need for the proposed bills to pass Congress. The Romano church and the Pro-Life Romanos are opposing the RH bills’ success with all their might, seeing family size control as mortal sins.
The population of the Philippines makes it the 12th most populous nation in the world today, that the Filipino women’s fertility rate is at the upper bracket of 206 countries. Studies and surveys show that the Filipinos are responsive to having smaller-sized families through free choice of family planning methods. It also refers to studies which show that rapid population growth exacerbates poverty while poverty spawns rapid population growth. And so it aims for improved quality of life through a consistent and coherent national population policy.
According to the Senate Policy Brief titled Promoting Reproductive Health, the history of reproductive health in the Philippines dates back to 1967 when leaders of 12 countries including Ferdinand Marcos signed the Declaration on Population. The Philippines agreed that the population problem be considered as the principal element for economic underdevelopment. Thus, the Population Commission was created to push for a lower family size norm and provide information and services to lower fertility rates.
Different presidents had different points of emphasis. President Marcos pushed for a systematic distribution of contraceptives all over the country. The Cory Aquino administration focused on giving couples the right to have the number of children they prefer as long as the government does not buy the devices. The poor who can’t afford to buy the devices are pregnant every 10 months. Ramos presidency shifted from population control to population management. Estrada used mixed methods of reducing fertility rates.
Gloria Macapagal Arroyo had mistakenly believed in the Block Voting of the Romano Church, most important to her. In fact, there is no such thing as religious block voting. In the secrecy of the voting booth, Filipinos vote freely. Filipinos know that the CBCP has no way of knowing for whom they voted. This has been proven--for why else are church-endorsed politicians frequent losers at elections?

FOR his indispensable role in advocating the enactment of the controversial Reproductive Health (RH) bill, Albay Rep. Edcel Lagman was recognized by the European Parliamentary Forum on Population and Development (EPFPD) as an International Legislative Champion.

EPFPD President George Tsereteli led the awarding last May 25 during the 5th International Parliamentarians’ Conference on the Implementation of the ICPD Programme of Action (IPCI/ICPD) in Istanbul, Turkey.

Lagman’s award was received by the two lawmakers who are also avid proponents of the reproductive health system -- Democratic Independent Workers’ Association (DIWA) party-list Rep. Emmeline Aglipay and Kabataan Rep. Raymond Palatino. The two solons also represented the Philippines in Istanbul.

Lagman is the first awardee of this global honor which is envisioned by EPFPD “as a concrete way to draw the attention of IPCI’s participants to the real champions that are at work in the Population and Development field.”

He was recognized for his outstanding effort in pushing the agenda of the International Conference on Population and Development (ICPD).

In his speech, Tsereteli commended Lagman for being “an outspoken advocate of sexual and reproductive health rights in a very hostile environment, where religious forces within and around government have a huge influence on the most personal aspects of women’s reproductive health, rights and choices.”

He underscored that the award was to “honor the efforts of the author of the Reproductive Health Bill, who has tirelessly fought the variety of ways in which opposition forces have deliberately tried to impede, water down and block his efforts.”

A staunch and indefatigable advocate not only of reproductive health but also women’s rights, Lagman has often stressed that the ability to plan and space one’s children is a basic human right and neglecting the right to reproductive health is equivalent to compromising the well-being of women and children.

President Benigno Aquino III has consistently committed to endorse to Congress the prioritization of the passage of the RH bill after the termination of the impeachment proceedings.
