PROPONENTS of the controversial Reproductive Health (RH) bill are confident that the chamber will be able to pass the bill by August.

Senate Bill No. 2865, or the Reproductive Health Act, had been sidelined by urgent bills and the impeachment trial of former Chief Justice Renato Corona.

The Senate terminated inter-pellations on the measure on Tuesday, signaling the start of introducing possible amendments.

“I’m happy and relieved that after almost a year of defending the RH Bill, we have finally terminated the period of interpellation,” said Sen. Pia Cayetano, co-author of the bill.

Cayetano, who chairs the Senate committees on health and demography and on youth, women and family relations, delivered her sponsorship speech on the RH bill on June 7, 2011. Since then, nine senators had taken the floor to interpellate.

“There have been a lot of points raised by my colleagues that we will be able to use to improve the bill, and I would like to thank them for sharing their inputs and concerns,” she said.

However, even with the new development, supporters of the bill will have to wait until Congress open its 3rd regular session on July for it to be passed.

Sen. Miriam Defensor-Santiago, co-author of the measure, said that since there will be no more sessions, the bill will likely be passed in August, unless the Senate decides otherwise.

“As I have predicted, we may have to pass it after the SONA (State of the Nation Address), by August. That is our best hope,” Santiago said. She added that some senators who were against the measure had softened their stand.

Santiago does not see any serious challenge to the bill, although she expects some amendments like the subsidy from the government.
