THE SENATE yesterday ended a year-long plenary debate on the controversial Reproductive Health (RH) Bill, allowing the chamber to fine-tune the measure when sessions resume late next month.

"I’m happy and relieved that after almost a year of defending the RH Bill, we have finally terminated the period of interpellation," said Senator Pilar Juliana "Pia" S. Cayetano, health and demography committee chairman, in statement released yesterday.

"I’m now looking forward to starting the period of amendments."

On Tuesday, Senate President Juan Ponce Enrile, a critic of the bill, unexpectedly withdrew his intention to further ask questions on Senate Bill No. 2378.

Ms. Cayetano delivered her sponsorship speech on the bill on June 7, 2011. Nine senators have since raised several concerns.

The counterpart version is still in the period of interpellation at the House of Representatives.

For her part, Senator Miriam Defensor-Santiago, RH bill co-sponsor, told reporters yesterday: "Senator Cayetano and I are filled with very high hopes that we can have it passed let’s say by August or at any rate before the end of the year."

Some senators who went against the bill may have "softened" their stance, she added.

Mr. Enrile, in a separate interview yesterday, said the RH bill is one of measures he wants approved on third reading in the next regular session. Others are Freedom of Information and Competition Authority.

The RH bill has been discussed since the 11th Congress in 1998 due to the strong lobby against it by the Catholic Church. -- A. S. O. Alegado
