Granting that this would be implemented, here’s a contract below in making the project operational.

Contract for a Piece of Work Between POPCOM and the Contractor


This contract for a piece of work is made between the Commission on Population (through COPEA’s involvement) , herein referred to as ‘POPCOM’ and the Day Care Teacher

The contractor must be guided by these following premises, to wit:

1. That ‘POPCOM’ through or with the help of COPEA has this worthwhile goal of empowering Filipino Families.

2. That children have to be nurtured and even educated and to be taught in the way they should go, so when they become old, they will not depart from what they learned which will someday form a part of their life’s values.

3. That POPCOM supports this advocacy that caters to the needs of children.


4. That the 2-year old child up to reaching the age of 5 or prior to his/entry to kindergarten can learn even just one hour per day through the day care program (The day care will just last 27 days or an average of one month, and after the 27-day program, each child will be given a certification that he/she has undergone the day care program. Then another batch of children will be taught.).

5. That POPCOM should hire two (2) job order personnel who are college graduates of any course for them to teach the children in this 1-hour period, and guide them in doing activities like coloring, learning new songs, playing educational games or even taking naps.

• That POPCOM can employ the method of O.B. Montessori—that is, for children of all ages (between 2-5) to mingle together. Their being together can lead to times when the older children will share their knowledge to the younger ones without even letting the modern method of the teacher of ‘carrying the big stick’ to explain and ‘force’ or cause the child to learn. Through games, interactions and good communication, one child can learn from each other in that one-hour period given to them. With the child’s one-hour stay at POPCOM or at the day care center, the teacher may not even teach anything or practically ‘not do anything’.
This will make the teacher’s work lighter and not stressful. He/she can let the children just sit, color, share talks or play and learn from each other. Thus day care is simply a getting together of children and an opportunity to learn from each other. However, the giving of free snacks must form a ‘part’ of the teaching process.
