Why don’t you recycle or segregate your waste? I’ll tell you how to do it.
Do you find reeds in your country’s river or just anywhere?
The reeds, specifically, its roots, they filter the pollutants and make the river clean.
Plant many reeds and let them filter your wastes. They will help you in filtering or cleaning the water.

Don’t ever dump your garbage in our country again.
Do composting, recycling. Having MOU or MOA on wastes is not in the solution. MOA to drop your wastes here or in the east.
Another thing to help you clean your mount or pile of garbage is to raise worms:
African worms and Japanese worms. These can be purchased in Banga, Aklan ---from those men who are into vermicomposting. (I’d been there.).
A mount of garbage can be elevated in a matter of days with the help of these worms.
These worms also produce organic waste (after eating the garbage) which is good for your plants.

The Japanese worms are better (to be bought). When there are no longer garbage to eat, they remain in the place rather than migrate—but ‘feed’ them (with garbage) or else they die.
The African worms have different attitude. Knowing that there are no more garbage to eat, they flee to another place to find something to eat---so it results to worm loss because of lost worms.
Japanese worms stay (in the place) forever…until there’s no more to eat (sounds something like a worm doing ‘hara-kiri).
