Carlo Soldevilla Personally, I believe the EO re: transfer won't be signed. What bothers us, employees is the fact that after the COPEA officers wrote Malacanang (in 'defense' of POPCOM employees' benefits), Malacanan 'gathered insights or opinions or reactions from DOH and agencies concerned...esp..from DBM and DBM commented or expressed its opinion that NOT ALL of us employees of POPCOM would receive such benefit. Even though, it was just a written opinion (
DBM wrote POPCOM on this), it affected us, POPCOM employees. Should the ED retire in November we are left with no choice except to 'defend our ground' that we are entitled to such benefits (Magna
Carta benefits). The ED has nothing to lose in his 'attempt' to become undersecretary. If his wish won't come true, he will just retire and will receive what is due him or rightfully his....but here we are, groping, having an uncertainty' about what we were wishing to be--hopeful that we still remain with DOH. To reiterate,for ED, he made the attempt that if the 'wind favors with his wish', he would become undersecretary and will have a continuous, 'unbroken' service with a 'plus' (added salary). What I learned is that he would no longer be USEC but the implementation of the program 'in full blast' will still continue with an FP manager to head (whoever he would be..which could still be the ED or 'future' ED), but this gives us POPCOM employees no guarantee that our usual benefits would continue. Added workload with status quo benefit would be good for us,employees but what appears to be is that, in the future, there will be added work or tasks with 'unsure benefit' and this has caused us to worry. Identifying the problem and working out for the best solution must be considered. Just sharing my insights.
