My comment on my chat with friends:

If the concept of socialism is ‘From each according to his ability to each according to his deed.”’ And the concept of communism is ‘From each according to his ability to each according to his need’, the sharing (of IRA) at federalism can be equal but the question is: Is it equitable? I think , in federalism, the sharing method or design can be just..like a good father of a family (luvin shared to me an analogy of this with the father and his children having work--and they have just shares--for the common fund). In a federal democratic government, one can't just accept the sharing scheme for the 17 regions or for 17 children.. where all the 16 regions have fried chicken and the other one has only fried egg.

Luvin Candari Corporation pays a 30 percent tax. Unfortunately, these businesses pays taxes where their main offices are located not where they do business. This is one reason why Makati or QC earns more.

Luvin Candari Visit Iligan, and you will be amazed with the number of industries located there. And try to compute how much the city could earn if all of those corporation (businesses) pays taxes in Iligan City.

Mark Machiavelli Ortigoza Luvin Candari if they do that, the national government will have no money to pay her national workers like AFP, PNP, others. We can no longer buy those hundreds of billions of arms abroad. That's the wisdom of BIR getting 60 percent of the income, VAT, excise, corporate, other taxes and return 40 percent of it thru IRA to the LGUs.

Luvin Candari The national govt will still have its fair share. Besides, in a federal set up, the national govt will have lesser responsibilities hence, fewer workers to pay. Its concern will be limited to national defence, foreign affairs, and such. And one important source of income for the national government is NCR, which will not be converted to a federal state but will just be referred to as capital.

Luvin Candari In 2014, NCR generated 1,335,488 vs the rest of the country which is just 185,135 million pesos.

The rest of the country is a mere 12% of the total.

Jerry Sunico Reyes how can the poorest regions become rich if we will not find any ways and means. if we will remain in our present set up of govt only the richest regions like ncr,r-iv-a wil be benefited the rich will become richer and the poor become poorer. in federal all regions have chances to become develop and progressive.
