Blame not the horse. The horse represents democracy.
It never runs unless directed, whipped, or scolded
But the horse never ever holds the rein.

If things fail (G-d forbid), never blame the horse, but always put the blame (if one needs to) on the one who holds the rein.

The horse takes direction from the cowboy--the one who holds the rein.
Again, I tell you., always point to the one who holds the rein.

The horse represents democracy. The life of democracy is not dependent on the horse
But on the one who holds the rein.

The Filipino people hold the rein, entrusting it (the country’s care or rein) to Digong, the one duly elected to serve this land.
PRRD takes hold of the rein. He can direct the horse where to run, where to jump. The horse is not acting on its own but it gets direction or receives instructions from the one governing it or from the one taking hold of the rein.

The same is true with Philippine democracy. We must not only take good care of the horse but also we have to take good care of the one giving directions, instructions. The one holding the rein to lead the horse towards the right direction, we must support and provide our needed help.

This is the analogy of the horse and democracy.
