I am of the suspicion that Andanar was behind it. We all suspect that Andanar is actually a Dilawan. Our sources here in Muntinlupa say so. So, removing a Tulfo sister from DOT and then being replaced by a Dilawan, is a win-win for Andanar.
I just hope that President Duterte will see the treachery of Andanar and fire him asap.

Carlo Soldevilla Malice aside, one might be led into thinking then that replacing teo with puyat (trojan horse?) was a pretty bad decision? in such a way that the latter, the beautiful lady, has become a spy of the yellow bells? If this is a james bond story, james has the 'right' to fall in love or give in to his emotion with the yellow spy, yet remains focused on his decision to protect the (British) state.If andanar is torn between two (2) lovers, he has to go back (quite hard?) to the old melody--- 'Only You'.
