In heaven, the newcomer blamed G-d that He (G-d) did not do something during the flood.
That’s why he (the new entrant) was furious while sitting in the ‘throne of G-d’.

Displacing G-d (on his seat), the latter did not bother but just patiently listened to the one who newly entered heaven:
“You did not do anything, G-d. That’s why I died.”, ..while sipping coffee from the golden arm of the chair or the throne of G-d..and then…

..G-d replied: “Twice I sent a banca (boat) but you did not ride. You just stayed atop your nipa hut, waiting, refusing to be saved. I thought you felt alright.

Ask me about my views, I only have one thing in mind,
that is, POPCOM’s transfer was already approved in principle,
Affirmed by the board, despite the absence of consultation from POPCOM employees prior to the plan.

On the part of the director of POPCOM, he may consider it a golden opportunity---
A lift, an appreciation, something like a talent ‘multiplied’ because such talent was not kept but shared.

POPCOM excelled that Malacanang took notice of it as a vibrant agency, an asset to the President or Presidency.

Taking POPCOM as an arm, a Commission for Family and Development is like a trophy.

The question in mind that we probably have is:
‘Had the popcom director been shortsighted enough that he forgets about the general welfare that will empower the Filipino POPCOM employees?’
He only can tell. On the part of POPCOM employees, they could consider this thing (transfer) as ‘not defending POPCOM Filipino families and this is a misgiving (on the popcom director’s part). Only that, maybe, many don’t have the courage to say or to be frank about the matter.

Negotiation? A win-win solution? Does only one win and the other loses? Or that both will eventually win? Now let me put my shoes on the Director’s shoes even though or even if our shoe size differs.

If I were the Director of POPCOM, the very day this plan (of transfer) was conceived, I would think about its implication..to myself and to the employees. I will say no and verbally explain why I won’t let the transfer happen. The reason is primarily economic in nature.

This is not a case of ‘One’s happiness is the other person’s misery’, I hope. The director can become a Usec (after the transfer) but the ‘spirit’s’ call is greater: Don’t forsake (the POPCOM employees).

During the meeting of POPCOM employees yesterday, I was supposed to ask this question to the POPCOM Director, Doctor Jeepy Perez: “Sir, what if…” “Sir, would you fire me if I will e-mail Sara (Duterte) and tell her to tell her dad (Pres. Rody) not to let this thing (transfer of POPCOM’s control from DOH to NEDA) because many of the POPCOM Filipino families could possibly suffer (given all the worthwhile explanations).---…but this I was not able to ask.

I do not say I am resigned to the fate that the transfer would be certain though it could happen ninety nine (99) percent.

In yesterday’s meeting of POPCOM employees, the Director was open enough, giving us (COPEA) two (2) weeks to add right phrases to the resolution that will eventually become the final statement of the Executive Order. (Many medically-minded might think of this as a ‘cure’, not a prevention (Prevention is better than cure.).

Once the COPEA will make its final written resolution requiring each one’s consent or signature, I will carefully analyze its content if or whether it’s pro-people, pro-democracy and for the common good. I feel it certainly is.

On the other hand, If I find it (unsigned executive order) lacking in substance or misleading, or self-serving, then I would carefully hold or see things in balance considering the thing I originally planned to do which I may find as good or worthwhile.

What I see on a lever is that on its left is ‘Usec Perez’ while on its right is the anxious POPCOM employees though this thing yet does not exist, but could possibly happen.

Finally, if you ask me about my stand, if the COPEA seeks for signatures of “No to POPCOM ‘Control’ transfer (from DOH to NEDA) “ , I will be the first one to sign.

As early as now, I would like to know or read the stand of the COPEA in written form. I only stand for the good and my principle can’t be swayed.

Note: One may see the transfer as a ‘father forsaking his children during times of adversity.’ The ‘optimist’ may see it as a golden opportunity. Personally, I see it as a trying moment where one can see who truly loves humanity. We are all subject to authority but it doesn’t mean one can’t express himself/herself about what he/she truly feels. The truly courageous must come out in the open, ready to take sides: head or tail, the good or the bad.

Take a careful look at a coin. It has two (2) sides: the head and the tail…but one may forget, it (coin) also has its third side (the bias side) which surrounds or forms the circumference (of the coin). May we only choose one side.

I Just talked with the COA CO (cousin of FVR) a couple of minutes ago the time I delivered a letter from IMCD.

I asked her about the ‘transfer to NEDA’ and she said that she heard about it. I made a follow-up question if it (transfer) would mean losing our (POPCOM) benefits (hazard pay, etc..) and she said ‘It depends.’
She said further that If it will be clearly stated in the EO that POPCOM employees will continue to receive such benefits, then, the said benefits will be continuously received by us. “It takes 30 days for the EO (publication required) ..before it (EO) becomes a law and soon be implemented.”, she further added.

Somehow, yesterday was a good meeting with ED and Ben de Leon. The latter gave emphasis on the need to be included –of the ‘Whereas….’ , the continuation of such benefits.

I hope COPEA can act on the matter. G-d forbid--Should the supreme court wrongly interpret it (giving of benefits) in the future… -(This is a matter which we should not worry at the moment. I guess there’s no one, who thinks about humanity and welfare of employees who will question the giving of such benefits or the inclusion of such in the EO that will be drafted (& later be signed by the President).

Let’s just hope and pray, and act of the matter—especially on that ‘Whereas’ (continuous giving of benefits) thing.

My Stand on the Issue About The Transfer of the ‘ Control of POPCOM’ from DOH to NEDA and its Possible Bad Effects on the Monetary Benefits (Hazard Pay, etc..) Presently Received by POPCOM Employees.

The POPCOM employees refuse to be under the ‘control
of NEDA’, basically for reasons of the possible discontinuance of their hazard pay benefits which they presently enjoy.

For one to receive hazard pay, the agency must be guided by memo circulars and other laws made to that effect.

In time past, POPCOM had been deprived of monetary benefits which the NEDAns received. In short, we were a forgotten outcast while our mother agency (NEDA) which we were used to belong or being attached to enjoyed the ‘foods for the gods.’

Should the eventual transfer to NEDA will be signed on May 15, 2018 (or the assigned date following it) as what our COPEA colleague, Mark told us (I, being the Sergeant-at-arms) members of the COPEA, the least I could suggest is to make a special provision in the ‘Transfer Document’ that whatever remunerations that POPCOM employees receive should be continuously received by POPCOM employees with the approved signing of no less than the President of the Philippines.

Special laws, letter of instructions, executive orders, republic acts are considered binding (They constitute the laws of the land.). This is as far as my knowledge is concerned.
