In the semi-open assignment the professor gives you a direction on what to talk about, the subject is limited by the proposed question. In the open assignment you have the possibility of choosing your topic. Whether one is better than the other is relative in my opinion. When you do not know much about the subject you have to write it is better to have a semi-open assignment because it helps you to focus your research and better understand the topic. When the subject is something that you know well, it is better to have an open assignment for it gives you the possibility to explore those point you find relevant and more interesting.
