my department ran red and white lights (Federal 4 spot rotator), when all the other local dept.s and state agencies ran only red lights. By statute , red and white was reserved for the use by only fire dept. officers, Cheif, Deputy Cheif, etc.. Our Chiefs had thought that the white lights, in conjunction with the red ones, gave us extra visibility, (which it did), so no other local or state agency came to us and challenged our "non-statutory, illegal" use of the red/white combination of lights. We got the job done with what we felt we needed to do, bottem line: It was what it was, and earmarked our dept's individuality and image.
