Yep if you read the full report by NHTSA it blaims the equipment installation as the main problem, even goes so far as to recommend doing away with roof mounted lightbars.

Yeah, during impact, the light bar slides forward off the car, then while the car is in the air a few inches for a split second after impact, the light bar makes it way under the car to the rear where it comes to rest under the fuel tank, when the car comes down, the light bar punctures the fuel tank, perfectly logical (NT)Whelen Sireno04:23:27 10/06/02 Sun
