Could be choke is just a little too heavy. Does it open up completely when warm? Could also be an ignition problem such as ballast resistor, plug wires or most likely the wire from the distributor to coil. An air cleaner that is plugged or a sensor that controls the flow of air during warm-up may be it. I really doubt the altitude thing since the problem is less when warm. To check the ignition, at night go to a very dark spot and have someone sit in the car in Drive with a/c on and look for a jumping spark along the wires. Sounds like it probably is at the coil as with wires it usually shows as a miss. Check the didtributor cap also. Maybe a Ford guy can advise you if that carb has an altitude sensor. Some GMs had a small plunger that regulated.
