You have "low-down" as your title, and "slow-down" in your post.

Please give us the sentence in which you want to use this word, and describe the person in more detail, using other words. We can then discuss which words might be suitable.

I could not understand what low-down meant.

I take it that you are referring again to this quotation about Oprah Winfrey:
Los Angeles Times on the premiere of the Oprah Winfrey Show:
"She's a roundhouse, a full course meal, big, brassy, loud, aggressive, hyper, laughable, lovable, soulful, tender, low-down, earthy and hungry. And she may know the way to Phil Donahue's jugular." (From Ohabits.)
The context is important. Usually low-down describes someone who is despicable, but here it is a positive quality. The WR dictionary definition relates low-down to jazz "the soulful feeling of early blues." Here low-down means that Oprah is not fancy; she has basic and authentic human feelings. (I would have a difficult time saying exactly how low-down in this context is different from the related qualities they associate with her: soulful and earthy.)

It is very much a matter of context. In this case, there are many signs that low-down is a positive quality. The most obvious is that it is in a list of qualities that are often admired.

I am not certain, but I believe that another clue is the fact that low-down is a predicate adjective "she is low-down". I believe that when we intend the negative meaning we put it before the noun: "a low-down thief".
