Mortals are not created by the Gods- the Gods are created by the Mortals. Whe appear when needed, where needed. It is one of Verdandi's defenses- as a means to create order where there is chaos. For example, I am a Goddess here because Verdandi wanted this planet to be here with people on it. So, I created it after she made me a Goddess. Verdandi does not ultimately have CONTROL over everything, but she knows exactly what will happen if she makes something happen. When mortals in an ungoverned world desire peace and order, she gives it to them in the form of a deity- be it by creating one from an existing belief, or by making some mortal somewhere a god. It just depends on what she wants to happen.

One can not exist without the other, so to speak. Without the order of a rulling deity, the people destroy themselves. Without people who believe in them, the deities waste away.
