The rear lights are 5W, but the fogs are 21W like the brake lights. That makes them a lot brighter, to the point where they are annoying for cars right behing you.

The point is to avoid being rear ended in foggy conditions. Once a car has caught up to you so that he knows you are there, you switch them off.
