Date Posted: 22:24:25 04/17/13 Wed COMMISSION ON POPULATION Regional Office 9 PROGRAM AND FINANCIAL ACCOMPLISHMENT FY 2012 The year’s accomplishment surpassed the previous year in terms of output, fund utilization and implementation. Almost all projects under the Regular activities were implemented and either met or surpassed its intended targets. However, the RPM program under the RP-FP funding fell short of its targets as accomplishment is placed at 53.16 % in terms of classes conducted and only 40.8% was achieved in terms of couples reached. Monitoring of the RPM program had also been less aggressive during the year. This may be attributed to the change of strategy as conducts of RPM classes were already confined to the 4Ps areas and beneficiaries, as part of the FDS. The Commission on Population Regional Office 9 continued to operate under two (2) Major Final Outputs (MFOs) of MFO 1- Population Policy and Program Development. Under this, programs activities and projects (PAPs) include those that fall under the category of 1) Policy and Program Coordination, 2) Program Advocacy, and 3) Data and Information Management. MFO 2 – Capability building services for LGUs and other stakeholders. This includes the activities under Institutional Capability-building and conduct of RP-FP classes. PopCom also contracted out a project on POPDEV Planning with the Universidad de Zamboanga, funded under Grants, Subsidies and Contributions (GSC) for assistance for the formulation and development of local plans using the POPDEV approach in Zamboanga City. Policy and Program Coordination The Regional Population Office (RPO), affecting its function as the over-all coordinator, policy-making and monitoring body of the Philippine Population Management Program (PPMP) in the region, continues to maintain coordinative mechanisms to help ensure effective and efficient implementation of the Philippine Population Management Program (PPMP) both at the regional and local levels. The RPMC was convened twice during the year as it tabled and tackled various important issues and concerns affecting program implementation in the different localities, particularly along the implementation of the RP-FP funded Responsible Parenting Movement (RPM) Program. RPO 9 also continued to ensure its presence and active participation in other agencies consultative and coordinative bodies and mechanisms like the RDC’s Development Administration Committee (DevAdCom), the Regional Statistical Coordination Committee (RSCC), DOH-CHD Regional Implementation Coordinating Team (RICT), DSWD Regional Inter-Agency Advisory Committee (RIAC), Regional Nutrition Council meetings, and National Youth Commission (NYC). Attendance and active participation to these meetings provided opportunities for advocacy and development of enabling policies to facilitate program endeavors and related undertakings. Consultative and coordinative meetings were likewise initiated for special projects and activities like the Population Quiz (PopQuiz) project and the RPM program implementation. Program Promotion and Advocacy Program promotion and advocacy activities are being conducted in collaboration with the different LGU population offices and partner/participating agencies in the region. Projects and activities addressed the different thrusts of the PPMP with emphasis on program advocacy for the acceptance and institutionalization of the program at the local level. Activities included conduct of briefing/orientations, media campaign, conduct of special events and activities, distribution of IEC materials, and agency participation in special events and activities of partner and participating agencies. Under the AHYD Program component, major program promotion activities include the launching and introduction of the CROSSROADS, a movie for the AHYD Program that illustrates some risky behaviors among the youth based on the Young Adult Fertility Survey (YAFFS3). The activity, held at the Ateneo de Zamboanga University school campus last August 2012 had a total of 50 participants, mostly students, LGU population officers, DepEd district schools officials, guidance counselors and other stakeholders. The launching served as a kick off activity followed by a series of about 25 filmshowings activities done in different secondary and elementary public schools in Zamboanga City. A total of twenty-five (25) such fora were conducted during the year having an estimated 8,840 students as audience. PopCom 9 conducted orientation activities on various program-related topics like reproductive health, PopDev integration, adolescents and youth development, sexuality and fertility awareness. Audiences vary from local population office personnel, program volunteer workers, parents, teachers, student and Philippine National Police personnel as part of their personnel development program. RPO 9 personnel were also tapped as resource persons to handle topics along responsible parenting, reproductive health and family planning during conduct of trainings for DSWD 4Ps municipal links of provinces under the ARMM region to include Sulu, Basilan and Tawi-Tawi. Due to the difficulty of scheduling a formal launching activity for the State of the Philippine Population Report (SPPR 5) as the end of the year approaches, PopCom9 piggyback the activity through a briefing/orientation on the content of the report (Population, Health and Environment Integration concept) during the last quarter meeting of the Regional Statistical Coordinating Committee of the National Statistical coordination Board (NSCB). Participants expressed appreciation to the report and concepts presented as POPCOM was requested by the NEDA Regional Office 9 to make the same presentation during the December 6, 2012 DEVADCOM meeting of the RDC. Needless to say, POPCOM 9 despite the absence of a formal launching activity successfully introduced the SPPR 5 to its intended users in the region with lesser efforts and at a very minimal cost. Program promotion activities were also done through the use of the tri-media. A radio program project with a captive audience entitled ‘School-on-Air” started during the 3rd quarter of the year. The project was implemented under the RPM program aimed at enhancing the knowledge of couple on the concepts of Responsible Parenting and Family Planning. A total of 51 parents were involve and given due recognition during a culmination activity which was graced by the presence of POPCOM Executive Director Tomas M. Osias and Deputy Executive Director Rosalinda Marcelino. PopCom 9 arranged a number of TV and radio program guestings during the year as POPCOM personnel were featured during radio and TV talk shows and news programs. Most of these featured the topic and provided the opportunity for POPCOM to advocate and gain support for the passage of the RH Bill. A total of 28 press/media releases and feature articles were also prepared and distributed to media outfits for airing and publishing. Due to demands for updated visual aids for topics to be discussed along the different modern artificial family planning methods, RPO 9 with technical assistance from Mr. Lydio Español of USAID, produced and developed 100 flipcharts which were distributed to the LGU population offices in the region. The material was intended to be given to individual members of the RPM Teams who handles the discussion on the different modern artificial FP methods. Another IEC material produced during the year was the printing/reproduction of PopCom central office-developed comics entitled Responsibility Ko, Fertility Ko. A total of 600 copies were produced and distributed to target audience regionwide. The material also served as take home reading material for couples who had attended FDS RP-FP classes in the different communities. Program promotion activities implemented during the year also included the conduct of special events and activities like the division and regional levels Population Quiz (POPQUIZ) Show. The regional level elimination contest was successfully conducted as coordination were strengthened and improved especially with the DepEd and local government units. The division level elimination was conducted in Dipolog City last March 22, 2012 with James Baguinat, a 4th year high school student of Sulangon National High School, Dapitan City emerging as the winner who will represent the region in the National level PopQuiz. Aside from the office special event activities undertaken locally and at the national level like the Population and Development Week celebration activities, population congress, etc., efforts were also being made to make the office visible to the general public as it took the opportunity to actively involve and participate in other agency’s special events and activities like Women’s Day celebration activities, Arbor Day, Environment Month, National Statistics Month and other activities like the Philippine Statistical Quiz of the NSO. Data and Information Management The regional population office 9 maintains a regional database of socio-economic and demographic information and data from official sources. In the absence of a software-base data storage and retrieval system, these data/information are being kept and stored in computer vertical files which are periodically updated and packaged for easy retrieval, appreciation and utilization. The PopCom 9 data and information system is part of the services offered by the Regional Population Information Center (RPIC) which functions as the population knowledge center in region 9. The RPIC maintains a network of satellite centers located in strategic locations, i.e., school libraries, population offices and LGU public libraries in different localities in the region. These centers are being equipped with reading and other population resource materials provided by PopCom 9. A total of 15 satellite centers are currently being maintained which catered to some 128 clients availing of the RPIC satellite center services in the year 2012. The RPIC also succeeded in the acquisition of more books and non-book materials for its operation. Institutional Capability-Building In its effort to upgrade and enhance the capability, capacities and skills of technical as well administrative personnel in handling program operations, PopCom continuously sent personnel to trainings, orientation and workshop activities, seminars and other building activities conducted by central office and other agencies. During the year, trainings and other capability-building activities attended by staff include training in scriptwriting, course in policy analysis, disaster risk reduction and management, webpage development and management, Gender and Development, strategic planning, development planning, and monitoring and evaluation. Technical staff also attended various forum on drug abuse, youth development and research. PopCom 9 also conducted capability-building and skill enhancement activities for field program implementers, population office personnel, RPM Team members, program clienteles and other stakeholders. Training activities include the assessment and planning workshops for RPM program implementation, training of parents using the LPPED module, and family planning. Other training activities were also conducted in collaboration with other agencies. This include the Pre-Marriage Counseling training together with the PNGOC in Dipolog City; training on local development planning using the tools of CO-PAR and COVACA, done together with the Universidad de Zamboanga; and Leadership training for in-school youth of Sindangan, Zamboanga del Norte. Since 2011, the program was tied to the implementation of the 4Ps of the DSWD, and most of the RP-FP classes were conducted as part of the 4Ps Family Development Sessions conditionality. The program is still being carried out by the LGU RPM Teams as activities were planned out and scheduled together and in coordination with the municipal links assigned in the different 4Ps areas. PopCom maintains and ensures the commitments and enthusiasm of the RPM Teams through monitoring visits, technical assistance for the continued training and orientation activities to update them of new program developments and the provision of a Five Hundred (P500.00) transportation and mobilization allowance for every FDS RP-FP class conducted. At present, 97% of municipalities in the three provinces in the region have active and functional RPM teams. FINANCIAL REPORT OF ACCOMPLISHMENT FY 2012 Total budget allocation for POPCOM 9 programs and projects amounted to P11,180,750.00 for the year 2012. Personnel Services got the biggest slice in the amount of P5,145,950.00 or 46% of the total budget; RP-FP Program funds amounted to P4,781,000.00 or 42.78%; Regular funds in the amount of P200,000.00 or 1.8%; and MOOE at P1,053,000.00 or 9.42%. Expenditures amounted to a total of TEN MILLION SIX HUNDRED FOUR THOUSAND SEVEN HUNDRED FORTY (P 10,604,740) or about 94.85% fund utilization, which is way higher than compared to that of the previous year. Large chunk of the budget was spent for personnel services surpassing its target by more than 30%. While RP-FP funds utilization for the RPM program undertakings was placed at 56%.
