Annual Accomplishment Report 2012


I. Policy and Program Coordination

For the year 2012, NCR regional office was able to maintain its four (4) regional coordinative bodies – LPPO-NCR, RPEB, NCR RPM team, RPM Federation and as well as the 28 city-level and one municipal-level coordinative bodies consisting of 17 RP-FP teams and 12 RPM federations. As of September 2012, there are 1,015 community health volunteers accounted in the different local government units of the region.

With all 17 local government units (LGUs) supportive in promoting the PPMP, only the following LGUs have specific population officers and/or structures as follows:
Caloocan : @ Caloocan Health Dept. - 1 PPO
Makati City : @ under Makati Health Dept. - 8 PPWs
Malabon City : @ under Malabon Health Dept. – 1 PPO
Marikina City : @ Marikina City Population Management Office - 2 PPOs

San Juan : @ SJ Population and Dev’t Office - 6 PPOs and 3 PPWs
Valenzuela City : @ under Valenzuela City Health Dept, 1 PPO and 3 designated PPOs

POPCOM Focal Persons Designated. Mayors with the City Health Officers in the 17 LGUs in NCR have endorsed/designated their RPM Focal Person as POPCOM Focal Person/s. These 7 LGUs are the cities of: Malabon, Navotas, Makati, Paranaque, Las Pinas, Manila and Muntinlupa. Through the designated RPM Focal Person, the region will be able to get the needed information and updates not only on Responsible Parenthood and Family and Planning (RP-FP) but also on Adolescent Health Youth Development (AHYD) and Population and Development (POPDEV) as well.

RPO also continued to coordinate with 15 RPEB members and periodically with NGOs such as the Quezon City Council on Population (QCCP) in the promotion of the program.

In terms of involvement in various coordinating bodies of LGUs and partner agencies, the regional office has been highly visible and participative in twelve (12) various local/regional and even national coordinative bodies as follows:

For the year, ten (10) coordinative and consultative meetings were conducted by the region to its four coordinative bodies- RPEB, RPM Focal Persons, RPM Federation and LPPO-NCR, which effected for the endorsement and/or designation of POPCOM Focal Persons in the different local government units and the implementation of program plan by program partners.
Regional Population Executive Board (RPEB) Meeting. Members of the board composed of government and non-government agencies convened last August 23, 2012 at POPCOM AV Room. A total of 17 participants attended the meeting. Representative from NSO-Central Office presented the highlights of the 2010 Population Census and 2011 Family Health Survey Results on Maternal & Child Health Care and Fertility & Family Planning. The group was also provided hard copy of the presentation and soft copy of the presentation.
In response to the DOH circular to reduce the unmet need by 50% in the region, the RPO presented the estimates on FP unmet need by cities/municipality. They were also encouraged to integrate in their plans, various projects to achieve the targets. Technical assistance will be provided by the RPO to those in need. Also, output of the LPPO Workshop held in Baguio City last June 13-15, 2012 was presented for their comments. Lastly, RPO and partner agencies reported their PPMP-related accomplishments and plans on Responsible Parenthood/Family Planning (RP-FP), Adolescent Health & Youth Development (AHYD), and Population and Development Integration.
RPM Focal Persons’ Meetings. The group composed of city/municipal level RPM Focal Persons convened last March 26, June 6, August 24, September 12, October 9 and November 5, 2012 at the POPCOM AV Room. These are regular meetings that discuss issues and concerns related to the implementation of RP-FP program particularly in the conduct of FDS classes in 4P’s areas.
During the initial meeting on March 28, it focused on the feedbacks on the Parent Leaders Orientations, follow-up of couples for set 1, and submission of related reports. The meeting on June 6, tackled the conduct and updates of the FDS classes, issues concerning liquidation reports, DOH directive on reducing unmet need on FP by 50% by end of 2012, consultation workshop of LPPO on the strengthening of its structure, status of directories on PPOs and volunteers, RPM team and BSPOs involved and trained on CHT.
On August 24 meeting, the RPO presented the FDS accomplishments vis-à-vis targets to inform the group of the remaining targets that need to be accomplished before the end of the year. The targets on FP unmet need by cities/municipality were also presented. In addition, highlights of the 2010 Population Census and 2011 Family Health Survey Results on Maternal & Child Health Care and Fertility & Family Planning were presented, specifically the city/municipal level status on population growth rate, fertility rate, contraceptive prevalence rate and infant & maternal mortality rates. The following agenda were also tackled during the meeting: feedback on the FP command conference, feedback on the LPPO Workshop held in Baguio City last June 13-15, 2012, status on the follow up of couples with unmet need, status of request for the special designation of PPOs, suggested activities for the FP Day Celebration and the plan on the AHYD research. On the request for PPO designation, the group requested to add the term “POPCOM Focal Person” in their endorsement. Around 24 participants attended this meeting.
On September 12, 2012, around 30 participants were present during the meeting. The attendees individually reported their good news in the implementation of PPMP within their respective localities. Some of activities implemented by LGUs during the quarter include: continuous conduct of FDS classes, follow-up of couples with unmet need on FP, meeting with DSWD city link on the set 6 of 4Ps beneficiaries, conduct of FP Month Celebration and other regular activities related to PPMP. Other issues tackled during the meeting include: conduct of ICPD Luzon Validation Workshop on Sept. 21, 2012, entries on Best Practices for the National POPCONGRESS, and participants to the training on the Pre-Marriage Counseling in October. Lastly, the group was reminded on the submission of brief documentation of city/municipal level AHYD initiatives, projects, and activities, report on accomplishments of PMC, THQ, Teen Center, etc. and updates on the conduct of FDS classes.

Meanwhile, a total of 54 participants attended the meetings on October 9 and November 5, 2012 at the POPCOM AV Room. Highlights of the meetings include: accomplishments in the conduct of FDS, target/workplan on FDS for the succeeding month, program of activities in the coming National POPCONGRESS in Cagayan de Oro and the planned activities for the RP-FP Mid-Year Assessment and Planning Workshop on November 19-22, 2012 in CDO. In both meetings, concerned LGUs submitted their accomplishments on PMC and THQ.

The regular meetings with focal persons provided opportunities for regional and city/municipal level teams to harmoniously address issues and concerns on the implementation of the various programs on population and development.

RPM Federation Meeting. Sixteen (16) federation officers and regional staffs convened on March 8 in POPCOM which laid out plans for the local election of city level local federation officers for 2012 and the regional officers thereafter. It also crafted the vision and mission of the Regional RPM federation.

On September 07, 2012 the group convened and tackled feedbacks on the re-election of officers and members of the federation at the City/Municipal levels, activities of the federation in terms of involvement in RPM & FDS classes, livelihood activities, future plans on new business/income opportunities and the needed technical assistance or skills training. A total of 8 officers/members attended the meeting.

It was agreed that the new set of officers and members at the city level will be provided by the group to the region. This will be the RPO basis in providing skills training which was scheduled on November 2012. Also, business proposal/plans should be submitted to RPO for proper identification of technical assistance needed by the federation.

LPPO-NCR Meeting. POPCOM-NCR convened around 20 population program officers and workers from the seven LGUs with population structures in a meeting held on May 21, 2012 at the POPCOM AV Room. The meeting discussed the ff: 1) how to lobby for salary grade (SG) increase of population program officers/workers (PPOs); 2) status of the NCR LPPO in terms of officers/members, SEC registration, receipts/Funds, etc.(other documents) and the capacity of LPPO to accept grants/projects; 3) attendees for the consultative workshop on Local Population Structures and Capacities, June 13-14, 2012 in Baguio City; 4) DOH directives to the RP-FP program on 50% reduction of unmet need in the NCR.

During the meeting it was agreed that the QC Health Department will prepare the position paper on the SG increase of PPOs/Workers. Dr. Ruben Quimosing, the previous president of the regional organization, reported that for the past 3 years POPCOM-NCR was inactive and that they need to check the validity of SEC registration and other documents of the organization.

A new set of officers of LPPO-NCR was elected during the meeting as follows:

The RPO also continued to maintain its networks and linkages with partner agencies through provision of technical assistance and attendance in the following: (37 meetings)

Regional Inter-Agency Committee (RIAC)

Round Table Discussion on Anti-Human Trafficking cum Violence Against Women and Children (RIACAT-VAWC). POPCOM-NCR was invited to attend the RIACAT-VAWC meeting held at the Manila Manor Hotel on June 15 (AM) which presented updates on the status of recovery and reintegration programs for trafficked persons (RRPTP) and rescue operations. NGOs, DSWD and the Overseas Workers Welfare Administration discussed the procedures in rescuing trafficked/undocumented overseas workers. It was agreed in the end that OWWA should be included as a member/partner in the RIACAT-VAWC group.

RIACAT-VAWC and RIAC-Filipino Family Synchronized Meeting for CY 2012. The Regional Inter-Agency Committee on Filipino Family (RIAC-FF) convened on June 15 (PM) after the RIACT-VAWC RTD with DSWD-NCR Ma. Alicia S. Bonoan presiding. The meeting was intended to present and update members on the regional accomplishments affecting families. Presentations include 4Ps program, Comprehensive Program for Street Children, Status of RP-FP activities for the Family Week Celebration for CY 2012, among others. POPCOM-NCR presented the regional accomplishment in terms of the conduct of the FDS classes as well as LPPEAHD initiatives in Makati and Paranaque cities.

Joint Cluster Meeting of VAWC and FF groups. DSWD called a meeting last July 31, 2012 held at the Manila Manor Hotel. During the meeting, POPCOM-NCR presented the FDS class accomplishments and other program related accomplishments. The group signified interest on the Learning Package on Parent Education on Adolescent Health Development (LPPEAHD ) program and as such, it was briefly introduced to the group. The committee requested that the other members be provided training on LPPEADH next year. In the afternoon, the RIAC-FF group separately convened to discuss the group’s plan for the Family Week Celebration as well as the validation of the nominees for the NCR Huwarang Pamilyang Pilipino 2012. It also initially agreed on the commitments and pledges of each agency.

RIAC-FF Validation Team. POPCOM-NCR joined the Validation Team during their on-site interviews for the Huwarang Pamilyang Pilipino nominees last August 28 (Pasay, Pasig and Pateros), August 31 (San Juan, Mandaluyong, Makati). Thereafter, another meeting was held on September 13 which was intended to deliberate on the final selection of the regional winner.

4th Quarter meeting of RIAC-FF & RIACAT-VAWC The RIAC-FF & RIACAT-VAWC meeting was held on December 7, 2012 at Rembrandt Hotel. Discussed in the meeting were: status and evaluation Regional Development Plan for Filipino Family of Inter-Agency Committee; status of National Referral System and the National Reintegration and Recovery Program for Trafficked Persons; update on IACAT; and observance of December 12 as the International Day for Anti-Trafficking. RIAC-FF sub-committees were also reviewed with POPCOM-NCR again as Training and Advocacy Sub-committee Co-Chair with CHD-NCR. Directory of member agencies were also updated. The meeting was attended by member agencies from the different departments, local government units and non-government organizations and civil society. To celebrate Christmas, there were exchange of gifts and distribution of RPM t-shirts by POPCOM-NCR among the participants


DSWD Regional Advisory Committee (RAC) on 4Ps

The RAC for the 4Ps program convened on May 18 at the NAPC office in Quezon City. Each program partner presented the status of their 4Ps implementation and identified problem areas. POPCOM-NCR raised issues on the compliance of some of the beneficiaries of Marikina City particularly in their attendance to the FDS classes which may be attributed to its city link officer. This matter will be delved into by the DSWD-NCR group. The RAC also agreed to resume the CCT of a particular beneficiary who was then being investigated for child abuse for as long as the concerned individual is able to comply with the required counseling sessions.

On December 4, 2012, the RAC convened at the Imperial Palace Suites and discussed the update on the Pantawid Pamilya Pilipino Program in general and of the conditional cash transfer to Pantawid Pamilya beneficiaries with Landbank in particular. In the spirit of Christmas, Landbank provided each participant some of its give-aways such as planner calendar and umbrella. POPCOM also gave each participant its t-shirt on responsible parenthood.

DSWD Local Advisory Committee (LAC)

Paranaque City LAC. POPCOM-NCR has been identified as one of the members of the local advisory committee (LAC) for the 4Ps program in Paranaque. During the meeting held last May 9 at the Executive Lounge of the Paranaque City hall, it was approved that the RPO shall be invited in its regular meeting which is on a bi-monthly basis. A corresponding local policy will be drafted to effect the official members of the committee. The meeting also provided an opportunity for the DSWD group to orient the group on the process of selection of 4Ps beneficiaries.




DSWD Regional Selection Committee (RSC)

For this year, POPCOM-NCR attended 3 RSC meetings with DSWD being the lead agency of the committee. The first meeting was called on September 21, 2012 at DSWD-NCR Field Office, Legarda, Manila wherein the RPO was invited to be a member of the Regional Selection Committee and thereafter attended the scheduled meeting of the committee for the technical review of the submitted proposals of the Civil Society Organizations (CSOs). The RSC was created to identify and select potential CSO to qualify for partnership with the DSWD-NCR for implementation of the MCCT-FNSP. Members of the RSC include participants of the Regional Advisory Committee (RAC) members. The RSC meeting was in reference to the implementation of Modified Conditional Cash Transfer to families in need of special protection (MCCT-FNSP) in NCR. This MCCT-FNSP is to bring back children from the streets to a more suitable, decent and permanent homes and reunite with their families.

The second RSC meeting was held on September 28, 2012 at the DSWD-NCR Conference Room. The RSC committee deliberated on the endorsement of the World Vision Development Foundation (WVDF). The RSC requested WVDF to submit other requirements be submitted a week after before endorsing them to DSWD Central Office.

The RSC convened again on December 18, 2012 at the Conference Room of DSWD-NCR in Legarda, Manila, to evaluate another set of proposals. Six project proposals from Civil Society Organizations (CSO) were reviewed, evaluated and endorsed with particular remarks for their revisions. The six CSOs who submitted said proposal are: Foundation of Our Lady of Peace Mission, Inc., People Power Volunteers for Reforms (PPVR) of Marikina, Manila and Navotas City Chapters, Partnership for Integrated Services (I-SERVE) and International Holistic Engagement for Life and Progress (I-HELP).


DILG Association of Regional Executives in Metro Manila (AREMM)

Meeting on Metro Ko, Love Ko. The meeting hosted by Mandaluyong City Mayor Benhur Abalos was conducted at New Horizon Hotel on June 26 with the Mayor as the guest speaker. Spearheaded by MMDA and DILG-NCR, the different Regional Executives from the different agencies in Metro Manila were asked to make a pledge of love by committing their agencies’ programs and services for the 36-45 poor families living under the NAIA bridge in Barangay Kutkot, Pasay City. POPCOM-NCR committed to provide RP-FP information and services through its RPM team in Pasay City. The objective of the “Metro Ko, Love Ko,” is for the residents of Metro Manila including the government to do their share to contribute to the betterment of Metro Manila. For this particular endeavor the Association of Regional Executive in Metro Manila (AREMM) shall focus its attention to these 36-45 families. That by December of this year, all these families shall have their homes, source of livelihood, education for the children and have happy, healthy family.

Meeting on Text Blast Project via PIA, on March 27 at Gateway Cubao, Quezon City. The meeting highlighted the partnership with the 3 biggest networks, SMART, GLOBE & Sun with all LGUs wherein NCR will be given 100,000 free text messages. Members of AREMM are expected to provide PIA directory/database of their stakeholders and the messages that they would want to simultaneously group text to identified recipients. It is hoped that the project will commence by the 3rd quarter of 2012.

Meetings on the Akbay Kapwa Convergence Caravan and Rights Holder’s Congress. Meetings were called on April 12 and May 4 at the PIA office in preparation for the conduct of the Akbay Kapwa Convergence Caravan and Rights Holder’s Congress in line with the UN Family Day Celebration. The different government agencies specified their commitments during the actual activity which will be held on May 15 at the Cuneta Astrodome. POPCOM-NCR committed IEC materials and an RPM team for the provision of RP-FP information and services during the actual activity.


Regional Nutrition Committee of the National Nutrition Council (RNC-NNC),

Consultative Meeting on the Philippine Plan of Action for Nutrition (PPAN) 2011-2016. Meeting was held on June 18, 2012 at the DOH Conference Room. The consultation focused on the goals, strategies, thrusts, targets, guiding principles, directions and strategies of the PPAN 2011-2016 for Metro Manila.

The Presidential Decree 491 or the Nutrition Act of the Philippines states that nutrition is a priority of the government to be implemented by all branches of the government in an integrated fashion. However, in spite of its urbanized state, Metro Manila is still confronted with various forms of malnutrition. Hunger underweight, stunting, wasting nutrient malnutrition and overnutrition continue to be serious nutritional problems.
Another meeting of the local nutrition committee was held on July 4, 2012 at the Kaban ng Hiyas in Mandaluyong City. The advocacy meeting focused on goals, strategies, thrusts, targets, guiding principles, directions and strategies of PPAN. One of the challenges cited during the meeting was on how the Local Nutrition Committees can contribute in the operationalization of PPAN in the region. During the meeting, POPCOM gave the closing remarks.
On July 18, 2012 the committee had a meeting with DILG City Directors and Barangay Captains held at DILG-Central Office to advocate PPAN to the local officials. During the meeting, POPCOM-NCR committed its support for the PPAN through the incorporation of the importance of good nutrition in the family during the conduct of RP-FP classes. Other city directors and barangay captains signified their commitment to PPAN by signing the commitment manifest on the tarpaulin. POPCOM-NCR OIC RD capped the advocacy meeting with a closing remark.

Regional Nutrition Committee (RNC) Meeting. On March 21, the region attended the meeting of the Regional Nutrition M&E team to which the RPO is an active member. Thereafter, the RPO provided inputs in drawing up a regional nutrition strategic action plan (RNSP) of NCR for 2012-2016 during the Regional Nutrition Strategic Workshop and Action Planning held from March 27-28. The regional office also attended the local forum held last Feb 3 which was initiated by the Manila Nutrition Coordinating Committee.

POPCOM-NCR attended the Regional Nutrition Committee meeting on November 6, 2012 at Center for Health Development-Metro Manila with Ms. Aleta Santos, Executive Director of Hope for the Youth, presiding. Discussed during the meeting were the RNC Strategic Action Plan 2012-2016; Shepherding Project; and the Promote Good Nutrition Monitoring in NCR. During the meeting the finalized Nutrition Committee Strategic Plan were presented and for implementation.


Meeting with the Mayor of Navotas City and City Nutrition Committee. As an active member of the Regional Management Group (RMG) of the National Nutrition Council-National Capital Region the region attended the meeting with Hon. Mayor John Reynald M. Tiangco and the City Nutrition Committee last October 8, 2012 at the Office of the Mayor. One of the initiatives of the Regional Nutrition Committee (RNC) is the Shepherding of Local Committees which aims to assist local government units in the region in improving their nutrition program.

During the said meeting, Ms. Milagros Eliza V. Federizo, the Regional Nutrition Coordinator reported the nutrition status and results of its monitoring and evaluation of the nutrition program of Navotas City. The Mayor scheduled an orientation for all their barangay captains by the third week of October in preparation for their barangay budget plans for next year.

Joint Regional Nutrition Committee and Management Group Meeting, The joint meeting was held on December 5, 2012 at Panciteria San Jacinto, RDC Building, Pasig City. POPCOM-NCR, being the RNC Co-Chair, presided over the meeting in the absence of CHD-MM Regional Director the RNC Chair. Meeting agenda include: assessment of the RNC’s Accomplishments in 2012; Sheperding Project; Promote Good Nutrition Monitoring in NCR; Project and Activities in 2012; and NSO 2010 Census of Population and Housing including data on Family Planning and Maternal and Child Health and the latest policy on birth registration. And as a way to celebrate Christmas, there was exchange gift among the RNC and RMG members. POPCOM provided each its t-shirt on responsible parenthood. NNC also distributed some nutri-products such as noodles, rice mate and tablet food supplement.

CHD-MM initiated meetings, orientation, summit, conferences

FP Command Conference. In the light of the recent Family Health Survey, where the contraceptive prevalence rate declined and the maternal mortality rate increased, DOH Sec. Enrique Ona called all DOH and POPCOM Regional Directors and Executives to FP Command Conference to accelerate the accomplishment of MDG goal 5 by 2015 through FP. The Secretary made all the Regional Directors accountable for reducing Family Planning unmet need into half by the end of this year and the other half by next year. Various mechanism, strategies and approaches were presented by National DOH, POPCOM Executive Directors such as delivering services to the poor through CHT, FP grants, FDS, FP campaigns, private sector engagement. Leyte FP best practice approach was presented as model. There were also reactions from partners and donors such as USAID and UNFPA. The output of the conference was a draft AO on reducing FP unmet. The FP Command Conference was conducted on May 10-11 at Holiday Inn Hotel, Clark, Pampanga.

NCR & South Luzon Cluster Meeting. OIC-RD Ms. Cura represented POPCOM in the NCR & South Luzon Cluster meeting held on August 27 to 30 at Robbinsdale Hotel. On Aug. 30, POPCOM-NCR reported its contributions in addressing its FP unmet needs following the FP Command Conference in Baguio. Included in the report was the conduct of the following: FDS on RP-FP in all Pantawid Pamilya areas; LPPEAHD trainings/classes for parents with adolescent children; PMC sessions by POPCOM trained pre-marriage counselors using POPCOM initiated revised PMC handbook; MR GAD for LGUs; FP Fair in celebration of WPD in Baseco; and RP-FP in NSTP of medical students in PLM.
NCR/South Luzon Planning Workshops, The NCR/South Luzon Planning Workshop held on October 22-25, 2012 at Emiramona Garden Hotel in Tagaytay was participated in by various stakeholders on family planning and reproductive health from regions IV-A, IV-B, V and NCR. Each region presented their accomplishment reports and plans on Family Planning unmet needs.
Another NCR/South Luzon Workshop on the Updates of Kalusugan Pangkalahatan Program including FP Unmet Needs was held on November 29, 2013 at Taal Vista Lodge. This workshop included the Kalusugang Pangkalahatan implementation updates, issues and concerns from regions IV-A, IV-B, V and NCR particularly on Family Planning, Philhealth, Foreign Assisted and Private-Public Partnership Projects. The workshop was attended by NCR and South Luzon POPCOM, Philhealth, and CHD Directors, Chiefs of hospitals.
Orientation on Executive Order No. 51 and its Rules and Regulations., This was held on December 6, 2012 at CHD-MM in Mandaluyong City where Dr. Jose Marie C. Castro of CHD-MM Regional Health Emergency Management Staff (HEMS) oriented the group on EO No. 51 otherwise known as National Code of Marketing of Breastmilk Substitute, Breastmilk and other related Products or simply Milk Code. The Milk Code signed into law on October 20, 1986 and aimed to provide safe and adequate nutrition for infants by the protection and promotion of breastfeeding; and appropriate marketing and distribution of breastmilk substitutes and milk supplements. There was a plan to have a Milk Code Summit next year wherein milk companies are to be invited.

CHD-MM “Batang Ina” 1st Regional Summit on the Prevention of Early Adolescent Pregnancy, POPCOM-NCR attended the said event which was held on December 12, 2012 at the Eurotel Hotel in Manila. Highlights of the summit include video presentations entitled, “The Clock is Ticking” and “Hoy Bata Mahalaga Ka!” as well as a workshop on “Child Participation, Rights & Protection”, and “My Body, My Self, My Personhood.” Lastly, there was a commitment setting by various stakeholders in support of various programs for the youth. Lead organizers were: WomanHealth Philippines and DOH, CHD-MM. The Task Force Batang Ina Consortium Members include Council for the Welfare of Children. Hope for the Youth Foundation, Inc., Family Planning Organization of the Philippines, National Anti-Poverty Commission , National Youth Commission, Quezon City Health Department, Reproductive Health Alliance Network Youth, Save the Children, UP Population Institute and Youth and Students Advancing Gender Equality of CATW-AP.


Other Coordinative Meeting Attended:

NSO Economic Statistics Dissemination Forum. Two staffs attended the NSO users’ forum on January 27 at the Manila Hotel which provided the final results of the survey on business establishments and 2008 Annual Survey of Phil. Business and Industry with employment of 20 personnel and over.

Australian Governor General with FDS couples. POPCOM-NCR as one of DSWD partners in its 4Ps was invited in the Australian Governor-General Quintin Bryce and party meeting with 4Ps beneficiaries in Taguig on April 12. The state visitors were able to observe FDS session on Philhealth. They were also able to have interactive discussions with the 4Ps beneficiaries on the positive impact of conditional cash transfer they receive from the 4Ps. In the testimonials of the 4Ps beneficiaries, they were grateful not only of the financial support but also of the learnings they have had in FDS sessions like responsible parenthood, family planning and care for home, community and environment.
LPPO Consultative Workshop. A two-day consultative workshop with the League of Population Program Officers in the Philippines (LEPOPHIL) was conducted on June 13-15 at Hotel Supreme in Baguio City which is intended to strengthen local population structures and capacities for the implementation of PPMP and ICPD. Attended by some 100 participants - POPCOM Executive Committee members, regional directors and five (5) LPPO representatives from each region- the group discussed issues, concerns and possible solutions for the LPPO strengthening. The main output of the group is the draft joint memorandum circular to be signed by DILG, DOH, and POPCOM on the strengthening of LPPO structure in all LGUs.

Coordination Meeting on PMC for Manila Social Welfare Dept. POPCOM-NCR met with the Manila SWD focal persons and DSWD-NCR on June 18 to discuss final details of the intended training of social welfare officers on the Revised Manual on Pre-Marriage Counseling. POPCOM-NCR is spearheading the activity as part of its commitment as PMC regional trainer. The training is locally funded and is expected to improve the organization of the local team in implementing the PMC in consonance to the Joint Memorandum Circular No. 01 S. 2010

NEDA-SDS Meeting on MDG 5. NEDA-Social Development Staff in collaboration with Pasig City health department with funding support from United Nations Development Fund conducted a Local Roundtable Discussion (RTD) on June 21 at Astoria Plaza Hotel to discuss and recommend solutions on maternal death reduction to attain millennium development goal 5. The different stakeholders from NGOs, NGAs and Pasig City government discussed possible solutions towards the attainment of MGD 5 as a major input to the formulation of Local Action Plan (LAP). This LAP shall form part of the Philippines MDG Acceleration Plan for Maternal Health.

National Management Meetings (NMM). The 3rd and 4th quarter NMM meetings were conducted on October 1-5, 2012 at the Cebu Northwinds Hotel and November 20-21, 2012 at the Pryce Hotel in Cagayan de Oro City respectively. Program updates/good news, issues and concerns were discussed by both central and regional executive staff.

Senate Budget Hearing, The Senate Budget Hearing was held on November 26-27, 2012 at the Senate Building in Manila. The DOH Budget where POPCOM budget was included was approved by Senate after waiting for one day (Nov. 26) and almost three (3) hours of questioning by Senators Vicente Sotto, Ralph Recto, Miriam Defensor Santiago thru Aquilino Pimentel, Jinggoy Estrada Ejercito. The Senators’ questions were answered by DOH Secretary through Senator Franklin Drilon.
