Date Posted: 01:29:37 04/12/13 Fri The Commission on Population re-aligns its program to the whims and caprices of the current president. The past President GMA focussed more on the natural FP while Pnoy emphasizes on the promotion of responsible parenthood and FP. Pnoy's thrust aims to provide info and services on all FP methods which should be readily available, accessible, and appropriate. Public health and responsible parenthood form a part of pnoy's commitment to the Philippine society that would manifest good governance. Popcom has had been implementing RP programs and went further to expand its program covering FP methods (both natural and artificial) in 2011. From Jan - Dec. 2011, here are some milestones that Popcom had accomplished: *292,015 couples were oriented on RP-FP through the conduct of baranggay classes in areas identified by DSWD's Pantawid Pamilya program, and this includes the food-poor areas in the country. * Baranggay Service Point Officers (BSPO's) , a brain-child of Popcom, took active participation by way of contributing to the Universal Health Care program of DOH Community Health Teams, working under the umbrella of the Aquino Health Agenda. Below you will find Popcom accomplishments for year 2011. For easy viewing, this is outlined and the explanation of the outline comes later. Popcom 2011 Accomplishments I. POLICY FORMULATION AND PLAN DEVELOPMENT About Policy Formulation To continue the policy directives of the Aquino administration on the Responsible Parenthood-Family Planning Program and other population related issues/concerns, the following were accomplished by POPCOM during the year: *Issuances of Popcom Board Resolutions POPCOM prepared the following Board Resolutions and facilitated the approval of the POPCOM Board Members of said resolutions: (1) creation of the Executive Committee for the POPCOM Board composed of Department of Health (DOH), National Economic and Development Authority (NEDA), Department of Interior and Local Government (DILG), Department of Social Welfare and Development (DSWD) and a representative of a Non-Government Organization (NGO); (2) NEDA-Social Development Committee (NEDA-SDC) Resolution endorsing House Bill (HB) 4244, “An Act Providing for a Comprehensive Policy on Responsible Parenthood, Reproductive Health, and Population and Development, and For Other Purposes”; (3) endorsing HB 4244 “An Act Providing for a Comprehensive Policy on Responsible Parenthood, Reproductive Health, and Population and Development, and For Other Purposes” to the POPCOM Board of Commissioners; (4) endorsing the proposed RH bill to the Cabinet-level Human Development Cluster; (5) expression of appreciation of the POPCOM Board of Commissioners and the POPCOM Secretariat to Dr. Grace T. Cruz for having served the POPCOM Board for six (6) years as Director of the UP-Population Institute; and (6) POPCOM signatories to vouchers, check and other documents. *Support to RH Bill POPCOM submitted its position on several provisions of the consolidated/substitute bill of the House of Representatives which was principally authored by Representative Edcel Lagman and the Senate bill of Senator Santiago. Advocacy support to the general provisions of these bills was conducted during the year to orient the public on the features of the said bills. RH policy fora were carried out in every region to maximize discussion on these documents. Moreover, the SDC Cabinet and Technical Board members signified their support to the RH and POPDEV bill. A resolution was circulated to the various department secretaries for signature. Finally, a POPCOM Board resolution was issued in support of the RH bills filed in Congress. This resolution is also for the signature of the POPCOM Board of Commissioners. *Proposal of Population and RH bills in the 15th congress Aside from the position papers submitted to both Houses of Congress, POPCOM provided technical assistance during the plenary deliberation of HB 4244 at the House of Representatives. It also provided data on Crude Birth Rate, Maternal Mortality Rate, Infant Mortality Rate, and Child Mortality to be used during the plenary deliberations of the proposed bill to the Office of Representative Sergio Apostol *Conduct of Pre-Marriage Couseling Program The PMC program was reviewed by a Technical Working Group composed of representatives from the DOH, DSWD and POPCOM in 2010. In 2011, the Joint Memorandum Circular No. 1 Series of 2010 – Amending the Revised PMC Program Implementing Guidelines of 2002, was signed and disseminated. The other related activities are, to wit: revised and printed copies of the PMC Manual and Process Guide; trained PMC workers on the use of the Revised PMC Manual; and initiated the development of a supplemental guide for the PMC Manual and Process Guide intended for Muslim couples. e. Making of PMC Supplemental Guide for Muslim Communities POPCOM coordinated with the National Commission on Muslim Filipinos for the development of supplemental guide for Muslim communities. In view of this, a writeshop and a consultation with the Muslim experts were undertaken to comment/provide inputs in the development of the supplemental guide for Muslim communities. To make the guide more useful, effective and culturally appropriate to its target audience, the guide was pre-tested in South Cotabato and Sultan Kudarat. At the same time, the Muslim PMC Counselors were oriented on the Supplemental Guide to prepare them on the actual PMC Counseling among Muslim pre-marriage couples. All inputs from the Muslim experts and results of the pre - testing will be incorporated to the final copy of the Supplemental Guide. B. Plan Development a. Making of guidelines in preparation of the FY 2012 Plan and Budget Proposal POPCOM prepared and disseminated the guidelines in the preparation of FY 2012 Plan and Budget Proposal to the Central Office (CO) divisions and the Regional Population Offices (RPOs). The plans and budget proposal will be submitted to DOH and DBM. b. Conduct of Agency Planning and Budgetary Activities For the CY 2011, POPCOM CO prepared the following budgetary requirements of DBM, DOH, and Commission on Audit (COA), as follows: (1) 2011 Physical and Financial Plan (PFP) – revised; (2) 2011 Regional Budget Allocation per the National Expenditure Program (NEP); (3) 2011 Division and Agency Operational Plans; (4) 2012 Agency Performance Measures (APM) including per NEP; (5) 2012 List of Projects; (6) 2012 Budget Matrix for Projects; (7) 2009-2011 List of Projects Agency focused on the Major Final Output (MFO) 2; (8) Monthly Work Cash Program (MWCP) January-December, 2011; (9) Monthly Work and Financial Performance Report (MWFPR) January--December, 2011; (10) 2012 Physical and Financial Plans and Monthly Cash Program; (11) 2012 Agency Physical Plan (BED No. 2); (12) 2011 List of Continuing Appropriations (CONAP) projects; (13) 2012 Central Office list of projects based on the approved project summaries with timeline or duration; (14) 2012 Index/Cue Card for the Budget Hearing for the Senate and House of Representatives; (15) Matrix of RP-FP Priority Projects for 2011-2016; (16) POPCOM’s Procurement Management Plan for CY 2011; and (17) 2011 RP-FP Cash Program. c. Creation of PPMP Directional Plan 2011-2016 and its Major Strategies in Sectoral and Medium Term Development Plans In 2011, the development of the PPMP Directional Plan 2011-2016 was completed with significant involvement of national and regional POPCOM officials and staff. It was launched during the National Population Congress on December 2, 2011. The major strategies of the PPMP Directional Plan 2011-2016 were consolidated in the following plans: Aquino Health Agenda or Universal Health Care (UHC) and the Medium Term Philippine Development Plan, now Philippine Development Plan (PDP) 2010-2016. In particular, the Executive Director and the Deputy Executive Director served as resource persons in the finalization of the UHC in DOH and the regional consultation undertaken by the NEDA in Region 10 for the PDP. d. Production of the State of the Philippine Populatio Report (SPPR) 5 The State of the Philippine Population Report (SPPR) aims to provide an authoritative synthesis of results and issues ventilated in empirical works done on a specific topic. The SPPR 5 theme is on Population, Health and Environment (PHE). In 2011, the SPPR 5 was finalized and submitted to selected POPCOM Board of Commissioners and population partners for enhancement. e. Creation of Project Review Committee (PRC) The PRC members met ten (10) times to prepare the detailed work plans of the CO divisions and regularly review the workplans/programs/projects and selected proposals of the RPOs submitted to CO. This is to ensure that the programs/projects are in line with the objectives of the population program and to monitor the physical performance and fund utilization both regular and Grants, Subsidies and Contributions (GSC). f. Approval of projects In support of the Philippine Population Management Program (PPMP), POPCOM Central Office prepared and approved 144 project summaries implemented for CY 2011 and the corresponding Terms of Reference (TOR) for the projects for consulting services as well as procurement for goods. It also prepared bidding documents for these projects following the standard forms and manuals prescribed by the GPPB. II. PROGRAM COORDINATION A. Creation of Popcom Execom in the Popcom Board B. PROGRAM ADVOCACY AND COMMUNICATION For the year 2011, the following activities were accomplished to contribute to the attainment of the Advocacy Campaign for PPMP which is to create a positive acceptance and policy environment for the Philippine Responsible Parenthood Program (PRPP). A. Orientation on the PPMP A total of 293 program orientations were conducted for 29,133 participants from various audiences that include students, population program officers/workers, the private sector and other partners in the population program. B. Conduct of Population Events 1. Populaton Quiz Show For CY 2011, the National Population Quiz was conducted jointly with the First National Festival of Talents initiated by the Department of Education (DepEd) last April 13-15, 2011. The latter event included parallel sessions and on-the-spot contests on poster making and essay writing and jingle/singing contest. The foregoing events were hosted by the City of Tarlac, DEPED 3, RPO 3 and the UNFPA. The winners are as follows: • Champion- Jose Mari Agustin; Tarlac National High School, Tarlac City; Region 3 • 1st Runner Up - Jecel Villacorta; Tipolo National High School, Mandaue City, Cebu; Region 7; • 2nd Runner Up- Reymond Aragon; Baguio National High School, Baguio City; CAR. 2. 2011 National Population Congress The National Population Congress was held at Diamond Hotel, Malate, Manila on December 2, 2011. The theme for this year’s Congress was “Population, Poverty and Governance”. The half - day congress was attended by more than 300 participants from the national and local government, non-government organizations, academe, media, civil society and the RPOs nationwide. 3. Popdev Week Celebration POPCOM at the national and regional levels as well as the LGUs took part in the celebration of the POPDEV Week. Activities were conducted such as symposia, population quiz, radio guesting and parenting classes, among others. 4. Women's Month In consideration of the recent disasters and calamities experienced by the country and the impact of climate change observed and experienced globally, the theme for the 2011 National Women’s Month Celebration was “Women Weathering Climate Change: Governance and Accountability, Everyone’s Responsibility”. POPCOM participated in the celebration of the Women’s Month such as thanksgiving mass, motorcade and forum. 5. Regional Forum on the Magna Carta on Women This activity was part of the celebration of Women’s Month (Region 4). This was held in Sta. Cruz, Laguna and attended by selected population officers and workers, representatives from various inter-faith groups and some beneficiaries of RP-FP classes. 6. World Population Day Celebration POPCOM also observed the “World Population Day” nationwide last July 11, 2012. Press releases and advertisements over the radio facilitated the dissemination of the core messages of the event’s theme, “Everyone Counts, be counted!” With a local theme, “Sa Tamang Agwat ng Panganganak, Pamilya Aangat!” POPCOM joined in the “Purple March/Parade” from the Rajah Sulayman Park to the Ninoy Aquino Stadium, which was followed by a Jubilee Program. The event was attended by almost 1,000 people from the population community--- population program workers from various LGUs, NGOs and national and regional agencies. 7. Family Planning MOnth Celebration In celebration of the Family Planning Month, various activities were initiated by the RPOs such as the dissemination of key messages about the event’s theme, “3-5 Agwat, Dapat!” This aimed to educate various stakeholders on birth spacing, encourage couples who practice birth spacing to share their experiences and generate commitment from local leaders to support family planning communication campaign. 8. Pinoy Youth Now: State of the Filipino Youth Forum RPO 7 conducted the youth forum on the state of the Filipino Youth. In this forum, a Pledge of Commitment for the Adolescent Health and Youth Development (AHYD) Program was signed led by Mayor Kit March Adanza of Zamboanguita and other Local Government Officials of the area. 9. Policy Forum on Responsible Parenthood, Reproductive Helath and Population and Development Bill or House Bill 4244 Policy Fora on HB 4244 were conducted in Regions 1, 3 and CAR. Various audiences were captured by the fora-- provincial population officers and workers, local chief executives, legislators and department heads, League of Municipalities, Associations of Barangay Captains, Kagawads and leaders of the civil society. The fora basically aimed to intensify awareness and to generate support for the passage of the Bill and to identify communication and advocacy strategies to be undertaken in various localities and communities. C. Production of IEC/ Advocacy Materials Various IEC/advocacy materials were developed to strengthen the advocacy efforts at the national and regional levels. Press releases and advertisements on population issues and concerns were aired to local radio stations and published in local newspapers. A total of 130 types of IEC/advocacy materials were developed/produced, wherein 142,486 were distributed to LGUs, partner agencies and end-users. 1. Basic RPM Materials POPCOM updated/revised/reprinted 3,000 copies of the Basic RPM Materials (RP Facilitators’ Guide, RP Operations Manual, and RP Parents’ Handbook). 2. Pre-Marriage Counseling Manual and Process Guide POPCOM produced/printed and disseminated 6,000 copies of the manual to RPOs and partner agencies. The remaining 1,000 copies will be used for PMC training in 2012. 3. SPPR 5 The draft Popularized Version of the SPPR 5 was submitted by the consultant and ready for printing by the first quarter of 2012. It also included a lay-out print-ready copy of the Press Kit, Press Summary and News Feature Article. The Popularized Version will be launched in June 2012. 4. Report on the study "Lifestyle, health Status and Behavior of Young Workers in Call Centers and other Industries: Metro Manila and Metro Cebu POPCOM produced/printed and disseminated 800 copies of the said report to POPCOM Board, POPCOM-CO Divisions, RPOs, NGOs/Civil Society and the Academe. 5. Development of Policy Manual Vol. 7 POPCOM continuously gathered and compiled population - related policies from the regional/local levels and partner agencies. These policies will be inputs in the development of the Policy Manual Volume 7. D. Production of Video Documentary on Best Practices of RPOs POPCOM developed/produced a video documentary on best practices of RPOs 4 and 6 on Integrated Population, Health, Environment and Livelihood Program of Region 4 and 6 in Tanay, Rizal and Kalibo, Aklan and Teen Centers of the AHYD program in selected regions. 1. Production of AHYD film entitled "Crossroads" POPCOM in cooperation with Integral Media Inc. produced a film for the AHYD program. The film illustrated some of the risky behaviors of the youth as described in the 2002 Young Adults Fertility Study (YAFS 3) such as premarital sex among the youth, teenage pregnancy, and smoking, drinking and drug abuse. In the process, parent-child communications, school/family environment that aggravate teenage lives, and influences and pressures from peers are also shown. This was launched among 80 high school students at Flabella High School and at the Robinson Galleria Cinema with 283 participants. E. Granting of Radio & Television Interviews POPCOM senior officials both at the national and regional levels were interviewed and guested in various radio and television programs on the PPMP and population-related issues/concerns. Furthermore, POPCOM developed, produced and aired 10 radio and TV spots at the national and regional levels. POPCOM aired the 30- second infomercial on male involvement and responsibility in family planning in the following radio and television stations: (200 spots in 3 radio stations (DZMM, DZRH, DZBB; 51 spots in 3 TV stations (ABS-CBN, GMA Network, ABC 5)) The Caraga region also aired the 30 second Radio spot on Male participation in FP dubbed as “Kasali Ka” for three months in different radio stations: 1) Wise-Ad and Promotions (Yes-FM); Bureau of Broadcast Services (DIM Radio ng Bayan); 3) Radio Philippines Network (DXIM Radio Ronda); and Radio Corporation of the Philippies (DXCO-Radyo Asenso) F. Giving out of Press Releases and Advertisements Press releases and advertisements on population issues and concerns were aired in national/local radio and TV programs and published in national dailies and local newspapers. G. Sorting of Population News Clippings POPCOM continue to monitor and clip news articles/clippings on world, national and local issues especially on population related concerns/issues. Eleven (11) national and local dailies were the primary source of information. IV. DATA AND INFORMATION MANAGEMENT A. RP-NFP Online Reporting System POPCOM conducted the following activities on the RP-NFP Online Reporting System: (1) checked and calibrated current server hardware; (2) backed up old database; (3) set-up new web and database server, encoded additional barangay for RPO 4; (4) modified the content and database; (5) consolidated the comments for improving the Online Reporting System; and (6) revised/finalized the Class Profile Form I. B. Philippine Population Information Center (PPIC) POPCOM continued to maintain and strengthen one PPIC at the national, 15 Regional Population Information Centers (RPICs) and 210 satellite centers at the regional level. For this year, the PPICs/RPICs served a total of 14,723 clients/users on population data and other population related matters. It also maintained and updated the WINISIS bibliographic data, acquired new books and reference materials, compiled news articles, provided and distributed available materials and various books/resources to all RPICs. C. Policy Data Bank POPCOM Central Office acquired/downloaded copies of the population related policy documents: Senate and House of Representatives, other government agencies and NGOs/private sector. Likewise, POPCOM CO provided the POPCOM Board, RPOs and other government agencies with the soft and hard copies of policy documents (proposed RH bills, positions papers, and others). D. Web based Demographic Socio-Economic Information System (DSEIS) It also maintained the DSEIS database, uploaded program files of the DSEIS, created input and browse pages for the 18 pages of the database and backed up the file folder and database files of the website. E. Web based storage, Retrieval, and Dissemination and Computer Operations On Computer Operations – POPCOM maintained the web based information system dissemination of population & population related data/information electronically while on the Network/Internet Administration, POPCOM CO downloaded the AVG Antivirus and Microsoft Essentials and Antivirus updates and troubleshoot Internet connection of the various divisions. Likewise, POPCOM CO installed a new version of the intranet system, registered 119 members for the newly installed system, created a user manual for the intranet system and backed-up the file folder and database files of the website. With regard to the hardware/maintenance, POPCOM CO provided troubleshoot activities to the (67) defective computers from different divisions, provided regular virus scanning in all divisions and provided technical assistance in setting up computer/LCD to other divisions during their meetings/presentations. V. INSTITUTIONAL CAPABILITY BUILDING 1. POPCOM at the central and regional levels provided the staff trainings and/or seminars, to wit: 1) Training on the Revised IRR of RA 9184 (Procurement); 2) Appreciation Course on Public Policy; 3) Basic Demography Training; 4) On Line and Website Development; 5) Development Communication Training; 6) Gender Analysis; 7) Updates on FP Technology; 8) Interpersonal Communication and Counseling on FP; 9) Population and Development Integration; and 10) Gender and Development. For this year, a total of 116 training programs were conducted and a total of 169 POPCOM staff attended the above training programs. 2. For program workers, 196 types of trainings on various population-related programs were conducted by POPCOM and attended by a total of 4,981 program workers at the national, regional and local levels. A. Provision of Technical and Administrative Assistance In addition to the regular functions, CO continued to provide technical assistance to participating agencies, RPOs, LGUs, faith-based organizations and non-government agencies in terms of project development, planning, research and training. Facts and Figures: 3 Popcom Board Meetings Conducted 5 NMM's conducted 10 Radio and TV spots developed, produced and aired by Popcom at the national and regional levels. 10 Meetings of CO divisions to prepare the detailed work plans 13 Coordinative Meetings (e.g. Regional Population Executive Board) 15 RPIC's maintained 130 Types of advocacy materials developed at th national and regional levels with 142,486 materials distributed. 144 Project summaries implemented for CY 2011 196 Trainings for program workers conducted by Popcom with 4,981 program workers attending at the national regional and local levels. 210 Satellite centers (RPIC) maintained 288 Coordinative/consultative meetings conducted 300 Participants for the FPOP 4th National Conference in GenSan held in July 20-27, 2011. 300 Participants for the National Population Congress at Diamond Hotel, Manila with the theme "Population, Poverty and Governance 688 Couples in Palawan trained by the Foundation for the Fullness of Integrity of Creation, Inc (FFICI) 3,489 Couples trained on RP-FP by the Kanlungan ng Buhay, Inc.
