Dear Mr. Rizoli,

Thank you for your letter expressing your concern over bill H. 1078 An Act Regarding Tuition for Equality for High School Graduates in the Commonwealth. While Representative Sannicandro agrees that the law should not be bent for any particular group of people, he does not believe that this bill does so or that it endorses illegal immigration. Bill H. 1078 only offers aid to individuals who have already been admitted to an in-state institution. Therefore, it is not taking away spots within the institution from American-born citizens. These other individuals have already been accepted on their own merits. Also, this piece of legislation mandates that in order to be eligible to receive this financial aid, the individual must have attended a high school located in the commonwealth for at least three years and must have graduated either from high school or from an equivalent adult education program. This criterion is in place to help ensure that these individuals receiving the aid are serious about their education.

This bill discriminates against out of State AMERICAN CITIZENS who themselves have to pay out of state tuition rates. Putting illegal immigrants ahead of AMERICAN CITIZENS, with no guarantee, other than double talk and promises, that these students will even stay in this country. PLEASE I urge you to vote against this. These students asking for this, through no fault of their own, are still part of a process the illegals use to come here to the USA using criminality such as false documents, licenses, birth certificates and other false means of subterfuge. Rewarding the PARENTS of these students with In State tuition is beyond ludicrous when it is obvious these students will continue in the process of accepting the concept of illegal immigration to this country as acceptable, when it is not.
