I'm currently writing an essay on this quote. Yes, I do think that, to an extent, beliefs are true for the person holding that belief. However, a belief is not always the same as the truth. Take, for example, the belief a few centuries ago that the sun and other planets revolved around the Earth. Or the Salem witch trials. Beliefs, unlike the truth, are subject to change. Also, take a look at the role of language in the question. Generally, something that is "truth" is accepted as more . . . solid than simply a "belief." It's the connotations of the words.
Beliefs are also debatable. Is the truth debatable? Should it be debatable?
Some other questions to consider: is there a universal truth or belief? Is there a permanent truth or belief? Can belief stand on its own? Can there be truth without belief?
Those are some of the topics I'm addressing in my essay . . .
