I think you'll find parents who spank their daughters in the legs up position do so for that very reason - it simply enables the spanking parent to give a girl some spanks on her vulva as well as on her bottom.
It was I believe far from uncommon for girls back in the 1940s and 50s to get spanked that way, but I think it had pretty much fallen out of favour by the 1980s (much like spanking in general). But there does seem to have been a resurgence in interest in this with the advent of the World Wide Web.
