I feel for you as it was much the same for me! My Stepmother first took my panties down for a hand spanking when I was 10-yrs-old. She's actually been a great "mom" to me but she was super strict.
She spanked me regularly for the next ten years, always bare bottom (or nude) and with hand/spoon/belt, mostly.

She also had no problem spanking me in front of her relatives - including my boy/girl step cousins and sometimes non-family friends/neighbors etc.
Like you said, it could be extremely embarrassing to be a teenager with no panties on (or naked) being spanked to wild kicking and bawling with people watching.
And doing my hysterical spanking dance after was humiliating!

Plus that "fresh shame" of interacting with people who had recently seen me get spanked....
