This is actually working as intended (unfortunately). When a government raises cigarette taxes their main goal is to get more people to quit smoking, not raise more revenue. I will never forget here in the U.S the state of Maine had a year where they made more cigarette tax revenue than the year before and they were freaking out about it. I read an article where several government spokespeople even the Governor was in panic mode because of it. They passed several new anti-smoking measures so they could drive cigarette consumption down.
