A few more updates to the Guide, three with smoking (ANNO: Mutationem, VA-11 Hall-A: Cyberpunk Bartender Action, and NEEDY STREAMER OVERLOAD) and one that got away (Control). Original link should still work.

ANNO: Mutationem
Some NPCs smoke cigarettes. This includes a cameo of the smoking bartender Jill from the game VA-11 Hall-A.

VA-11 Hall-A: Cyberpunk Bartender Action
In this game you play a bartender, Jill, mixing drinks and having conversations with your customers. Jill smokes on her breaks and will always offer a cigarette to anyone who is out with her, though in the game no one accepts (although it does get one female patron to admit that she smoked in high-school).
There do not seem to be any actual depictions of Jill smoking in the game; however, her smoking has become iconic for her character, and there is tons of smoking fan-art of her available. She also makes a smoking cameo in the game ANNO: Mutationem.

NEEDY STREAMER OVERLOAD
In this game you play the boyfriend/manager of a female streamer and set her schedule for each day. One of the options you can select is “Medication”, which includes various pills, “Magic Grass” (pot), and “Magic Paper” (LSD). There are short animations for each of these. There is also an ending where she gets banned for smoking Magic Grass on stream.
Unfortunately, there is no tobacco smoking. This may be a sign of the times, though in that case, there probably should have been vaping.

Control
The game world contains detailed models of cigarette vending machines with interesting brands, cigarette packs, and ashtrays. There is also a significant smoking male character, similar to the Cigarette Smoking Man from X-Files and the Elusive Man from Mass Effect. Unfortunately, there does not seem to be any female smoking.
