The Rules of Golf are set by the United States Golf Association. Par is the number set for a hole that an "expert" golfer would routinely shoot. The total addition of the pars for all 18 holes add up to what par for that course is, ie; 70, 72, etc.

An expert golfer is considered by the USGA to be someone who can routinely shoot par for a course. This golfer would be assigned a 0 handicap, also refered to as a "scratch" player.

Only a very small percentage of golfers ever attain that level of play.
