It is pretty unusual for a girl to spank an older brother, but I was spanked by my stepsister who was just 4 years older than me from when I was 11 till 14.

This was also very common when I was growing up for older sisters to spank their younger brothers, even if there was just a few years between them.
I knew several such boys in my neighborhood who were spanked by their sisters and even bathed by them till age 12 or so.
