You are right and it is harmful to everyone, people, pets, wildlife alike.
Like any kind of trash (with the exception of biodegradable matter like the leaves of a tree).
We should all work for an urban environment that's clean and safe for everybody, where all participants (pedestrians, cyclists, drivers) can get from one place to another safely and where it's pleasant to be outside. Ideally on a typical way such as the way from home to school for children every place would be one that is nice to stay in.
If that's not the case, if there's rubbish, broken glass, dangerous road crossings ... it's time to speak to your municipality and suggest what should be improved. Maybe get together with your neighbours and find out everybody wants the same. Where I live we have created a nice safe space for children to play away from main road traffic, and on summer days I see a fair amount of barefoot kids, not just mine.
