I would recommend rollers like the magic wands to create more volume. Take a small section of Hair right at the front that you won’t back comb, this will make it look smooth. Take the rest of the bouff section and start lots of back combing then spray with hairspray and leave to dry before back combing again. Roll it up, grip and then take the smooth section and place over the top. It takes practise, my little one is the same and has really fine hair. Hope this helps :)
