While I do not use a hairbrush I do use an acrylic (Lexan) paddle on my 9 year old. As Sara says you can give a pre-spanking with your hand. Otherwise try a nice long lecture, fully undressing her first and ending with some corner time. There is no need to hurry and re-dress afterwards unless it is necessary and on your terms.
Even a 6 year old is very suited to the same process though the wooden spoon does leave rather nice 'doughnut' imprints doesn't it and these might be suitable for a another year or two
