I have similar sentiments as you about the issue of PNG students' progress abroad and agree without substantiation on the causes or reasons of the rate of progress of PNG students abroad.

Your analysis of "prior preparations at undergraduate education, selection of candidates, commitment and sacrifice, ... giving priority to library searches, completing assignments, and putting aside cultural responsibilities for the duration of the program ... and the civil service procedures or elimination mechanisms" on face value are hunches that could be true or not for different individuals and are great generalizations.

I agree totally that "there isn't sufficient information on the success or failure rate of PNG students ... to make a
conclusive judgement on why PNG students discontinue
their programs."

At the same time, you've listed a number of reasons (generalizations) for the failure/progress rate of PNG students in a certain locale which again may be true or not in individual student case. Common sense dictate that I go along with your reasoning/observations as to the distractions and psychological hangups (social and academic) that impact on the success rate of PNGns in a certain location in Ozland.

I only have two points to make.
1. If this has/is not already /beeb/being done, I think this is a good research area for anyone doing a masters or a PhD program to undertake research into the rate of progress or lack thereof of PNG students abroad.

2. You've suggested or implied an established mechanism or a way of counselling prospective students wanting to go abroad as to what to expect, how to achieve the purposes for which they are leaving the shores of the motherland, and the expectations of the folks back at home as a motivation for their success. This is where I think, some remedial actions can be considered for improvement of the progress rate of individuals going abroad. It seems that all that you've mentioned are being taken care of especially by aid donors but it all comes down to the individual commitment to succeed.

A certain kind of expectation of the unexpected must also be part of the mindset of the individual who goes abroad for studies.
