The cost differences between local and overseas higher education is sustantial. I do not have the cost of a baccalaureat degree or any degrees in the hard sciences, as most are either self funded or by external donors like the Australians, the New Zealanders and Japan.

A conservative figure for civil service staff on post graduate programs would range from 35-50,000 kina for masters (2 years) and K75-100,000 for Ph.D.(3 -4 years), these are inclusive of tuition, book alowances,living expenses.

These figures are from 1996.

Quality one may presume is a relative issue. A graduate with a GPA 3.5 to 3.8, is only as good if he/she performs. Many bright nationals often return home burning with desire to make a difference, but they are soon swallowed by the wieldy public service, but that is another topic. I hope this helps.
