Romney was in a meeting with Trump supporting a flavor ban at some point a couple of years ago. He was clearly all for tobacco control measures of any kind based on what he said in that meeting. If Romney had been elected in 2012, there would likely have been a Democratic Congress elected in 2014 followed by a menthol and flavor ban in 2015.
