Juul already voluntarily stopped selling flavored cartridges for those e-cigs(except for mint/menthol), as I remember. I think Juul even removed all those removed flavors(besides in stores), from their own website too? But yeah, I have that weird feeling the FDA does want to ban menthol cigs, but won't remove the very few flavored e-cigs(mostly mint/menthol) that are left. Of course, hopefully something happens that derails their plan to ban menthol cigs. But who knows.....
