I'm running a 40MHz 68040 at 40MHz in my Mystic.

40MHz CPUs are much harder to find than 33MHz parts, because the Macs that had them are still valued.

IMHO, grab the Quadra for $10, then look around for a 40MHz part later. You should be able to sell the 33MHz part and get your $10 back!
