The consensus among several video card makers I contacted about a year ago was that very, very few PCI cards actually use the 3.3V mode, opting rather to generate any lower voltages on the card itself from 5V. I can't remember their reasoning for this, but it seems to be a nearly universal practice.

There is clearly little need of 3.3v for PCI cards, and 12V is almost entirely used by components with moving parts (such as hard drive and CD motors, and fans), or analog components. This leaves 5V draw as the main voltage-hog.

Unfortunately the onboard 3.3V regulator supplies pathetically few amps regardless of how plentiful your 5V source is.
