Actually, a Mac polls the SCSI bus starting with the highest ID for a boot device (well, after it checks the floppy drive). A HD with ID6 will boot before a HD with ID0 or a standard internal Apple CD-ROM, whose IDs are set at 3 at the factory.

There's no real reason to keep a HD at ID0, and I actually prefer to put them on 4, 5, or 6 if possible, and here's why:

If you use that Mac for any sort of testing purposes - a lot of mine are used for this - it's really handy to not have to worry about jumpers for setting the SCSI ID on an external hard disk that you might be testing. If you have your internal set to ID0, you HAVE to have jumpers to change the SCSI ID on the external. It's reasonably common not to have any jumpers present, and this creates a problem if you don't keep spares (of several different sizes, I might add) on hand.

Apparently some programs are hard-coded to assume the CD-ROM is SCSI ID 3, which is very poor programming. I have never had a problem booting from or installing software from an Apple or non-Apple CD-ROM that I could blame on the SCSI ID of the device, so take this "requirement" with a grain of salt.
