I grew up in Quebec, back when whipping children with a martinet was pretty much universal. Being whipped naked was also something that happened to everyone, since the martinet is not effective through clothes.

In the home, children were often whipped on their bare genitals. It was an escalation used for serious misbehavior. It hurt A LOT more, and it was more embarrassing.

My girls are grown now, but they got their fair share of naked whippings on the vulva, with a belt. Those whippings were remembered and very effective!
